Generating Resilient and Energy Efficient Network Communications Act or the GREEN Communications Act This bill establishes a program and sets out other requirements for federal agencies concerning the efficiency and resiliency of communications infrastructure. Specifically, the National Telecommunications and Information Administration (NTIA) must competitively award grants and revolving loans to public or private providers, operators, or owners of communications networks or communications infrastructure for efficiency and resiliency projects. The NTIA must also (1) develop best practices concerning energy-efficient and carbon-neutral communications infrastructure, and (2) annually report on the energy efficiency and greenhouse gas emissions of communications infrastructure and certain network outages. Additionally, the Federal Communications Commission (FCC) must establish a framework to promote resilient communications networks and communications infrastructure. The FCC must consult with specified federal entities on the framework. The FCC must also report on the feasibility of maintaining a map of projected risks to communications infrastructure arising from severe weather, natural disasters, and climate change; provide technical assistance to a provider, owner, or operator of communications infrastructure concerning risks and vulnerabilities related to severe weather, natural disasters, and climate change; and require broadband network outages to be reported to the Network Outage Reporting System. The bill also requires the Department of Energy to report on the projected growth of electrical consumption of, and recommendations for energy efficiency standards for, data centers in the United States.

Support, Treatment, and Overdose Prevention of Fentanyl Act of 2021 or the STOP Fentanyl Act of 2021 This bill addresses data collection, treatment, harm reduction, and other issues related to substance misuse and addiction. It particularly focuses on opioids, fentanyl, and related substances. Specifically, the bill expands surveillance of fentanyl and related substances. This includes establishing a pilot program to screen for contaminants in illicit drugs and a grant program to collect data on fentanyl-involved overdoses. The bill also specifies requirements concerning the collection and use of information about drugs seized by law enforcement. Additionally, the bill establishes and modifies requirements to increase access to treatment and prevention services. For example, the Bureau of Prisons must make certain services, including medication-assisted treatments, available to individuals in its custody. The bill also repeals a provision that requires dependence on opioids for at least one year before an individual may be admitted to certain treatment programs; allows providers to prescribe medications to treat substance use disorders following a telehealth evaluation; creates grant programs for treatment and harm reduction activities; and addresses issues pertaining to opioid overdose reversal drugs. Furthermore, the bill limits civil and criminal liability under specified laws for individuals who administer opioid overdose reversal drugs to an individual who reasonably appears to be experiencing an overdose, as well as for individuals who seek medical attention for themselves or on behalf of another for a drug overdose. The bill also requires multiple reports, including a report by the Department of State on foreign sources of certain drugs.
Coronavirus Housing Counseling Improvement Act This bill authorizes additional housing counseling services provided through the Neighborhood Reinvestment Corporation. Funding priority is given to counseling organizations that target low-income and minority homeowners, renters, individuals experiencing homelessness, and individuals at risk of homelessness.
Targeting Environmental and Climate Recklessness Act of 2021 This bill authorizes the President to impose visa- and property-blocking sanctions on any foreign person that is responsible for or involved in specified activities that are detrimental to the environment. Such activities include (1) causing significant excess greenhouse gas emissions associated with power generation; (2) causing significant or illegal deforestation or loss of natural carbon sinks; and (3) knowingly misrepresenting the environmental impact of a project, investment, or product. The bill further states that it is U.S. policy to consider any act of corruption related to such activities and any violation of internationally recognized human rights committed against specified individuals to be sanctionable.
Consortia-Led Energy and Advanced Manufacturing Networks Act of 2021 This bill requires the Department of Commerce to carry out a grant program for establishing consortia to enhance U.S. economic, environmental, and energy security by promoting domestic research and commercial application of clean technologies and advanced manufacturing processes. Clean technology means technologies, production processes, or methodologies that produce energy from renewable energy sources; transmit, distribute, or store energy more efficiently; enhance energy efficiency for buildings and industry; enable the development of a Smart Grid; produce an advanced or sustainable material with energy or energy efficiency applications; improve energy efficiency for transportation; or enhance water security through improved water management, conservation, distribution, or end use applications.
Block All New Oil Exports Act or the BAN Oil Exports Act This bill requires the President to ban the exportation of crude oil and natural gas from the United States. The President may provide an exemption to the ban in specified circumstances.
Modernizing Seat Back Safety Act This bill requires the Department of Transportation (DOT) to issue a final rule revising motor vehicle seating systems safety standards to reduce the potential for injury to all motor vehicle occupants due to seat back failure during all types of vehicle impact. DOT must also establish a date for required compliance with the final rule of not later than two motor vehicle model years after the model year during which the effective date of the final rule occurs.
Clean Slate for Kids Online Act of 2021 This bill allows individuals over age 13 (or their guardians, if applicable) to request the deletion of information collected from or about them while they were under age 13 by a website or online service that is directed to children. Specifically, the bill requires an operator of such a website or service to provide notice on their website about how an individual over age 13 (or the guardian of an individual over age 13) can request the deletion of all personal information in the operator's possession collected when the individual was under age 13; promptly delete, upon request, all such personal information; and provide written confirmation of deletion. The bill allows a limited exception to the deletion requirement if the personal information collected from or about a child is necessary to (1) respond to a judicial process, or (2) to provide information to law enforcement agencies or for an investigation related to public safety.
Promoting Auto Recalls Toward Safety Act of 2021 or the PARTS Act of 202 1 This bill directs the Department of Transportation to establish a program to provide grants and other assistance, including technical assistance, to states for use in notifying motor vehicle owners and lessees about open recalls on their motor vehicles. Additionally, the bill (1) sets forth additional notice requirements for manufacturers regarding motor vehicle or equipment defects and noncompliance with safety standards, and (2) requires the National Highway Traffic Safety Administration to publish an annual scorecard on how effectively manufacturers are completing recalls.
This bill provides for the award of Congressional Gold Medals posthumously to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith (four Americans who were killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya) in recognition of their contributions to the nation.
