Affordable Housing Credit Improvement Act of 2025

Maddy summaryThe Affordable Housing Credit Improvement Act of 2025 updates the Low-Income Housing Tax Credit program to increase affordability and accessibility for low-income households. It raises state allocation amounts through revised per capita calculations, modifies income eligibility rules to better serve extremely low-income households, and adds protections for domestic violence victims in housing. The bill expands "difficult development areas" to include rural areas and Indian lands, and changes the program's name from "Low-Income Housing Credit" to "Affordable Housing Credit" to better reflect its purpose. These changes aim to make affordable housing more accessible while improving transparency and accountability in the program's implementation.

Protecting Military Servicemembers Data from Foreign Adversaries Act of 2025

Maddy summaryThis bill prohibits data brokers from selling, reselling, licensing, trading, or otherwise sharing military servicemembers' personal information (such as names, addresses, or service details) with foreign adversaries or entities controlled by them. It requires data brokers to include contractual safeguards in agreements to prevent recipients from further sharing this information with covered nations. The Federal Trade Commission and state attorneys general can enforce these rules through civil actions to stop violations and seek remedies for affected servicemembers. The bill also mandates a congressional report within one year to assess enforcement and potential expansions of the protections.

A resolution condemning Beijing's destruction of Hong Kong's democracy and rule of law.

Maddy summaryThis resolution (SRES 98) condemns the Chinese government's implementation of Hong Kong's National Security Law and the Article 23 Ordinance, which the Senate states have undermined Hong Kong's autonomy, rule of law, and freedoms. It specifically urges accountability for actions like the sentencing of pro-democracy figures (including Jimmy Lai) and calls for Hong Kong authorities to drop related charges. The resolution also advocates for U.S. and international efforts to adjust Hong Kong's voting status at multilateral organizations, arguing that Hong Kong no longer maintains meaningful independence from mainland China. As a non-binding resolution, it does not enact new laws but formally expresses the Senate's position on these matters.

SOAR Act of 2025

Supplemental Oxygen Access Reform Act of 2025 or the SOAR Act of 2025 This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare. For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services. Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.

Improving Law Enforcement Officer Safety and Wellness Through Data Act

Maddy summaryS 1418 requires federal agencies to produce three reports analyzing data on threats to law enforcement officers and their well-being. The bill mandates a report on violent attacks (including ambushes) against officers, current training programs, and gaps in gear distribution; a report on adding a new category for non-criminal aggressive incidents against officers; and a report on mental health impacts and available support resources. These reports, due 270 days after enactment, will assess data collection systems, resource effectiveness, and disparities in reporting. The bill directly affects federal, state, and local law enforcement agencies by requiring them to contribute data and shape future safety policies. Its goal is to inform better resource allocation and training based on comprehensive data, not to mandate immediate changes.

Housing Unhoused Disabled Veterans Act

Maddy summaryThis bill amends the U.S. Housing Act of 1937 to exclude certain veterans' disability benefits from income calculations for housing assistance. Specifically, it excludes disability benefits received under Chapter 11 or 15 of Title 38 (veterans' benefits) when determining eligibility for the Section 8 supported housing program and other housing assistance. It directly affects disabled veterans receiving these specific benefits by making them less likely to be disqualified from housing programs due to their disability income. The change applies to income eligibility determinations under HUD-administered housing assistance programs, not to the definition of adjusted income itself.

Red Tape Reduction Act of 2025

Maddy summaryThis bill simplifies tax reporting for businesses using third-party payment platforms (like Venmo or PayPal). It reinstates a $10,000 annual transaction value threshold and a 50-transaction limit for reporting payments to the IRS, meaning businesses only need to report payments that exceed either threshold. It also extends this rule to backup withholding requirements and adds an exception: if a business was already reporting payments in the previous year, they don’t need to report again this year unless their transaction volume changes significantly. The bill directly affects businesses and payment processors handling third-party network transactions, reducing administrative burdens for smaller transactions.

FIGHT Act of 2025

Maddy summaryThe FIGHT Act of 2025 amends the Animal Welfare Act to ban gambling on animal fighting events (including broadcasts), prohibit transporting roosters (defined as male chickens over 6 months old) for fighting, and make it illegal to sponsor, exhibit, or allow minors under 16 to attend such events. It allows citizens to file civil lawsuits to stop violations after 60 days' notice to authorities, with fines up to $5,000 per violation. The law also permits seizure of property used to facilitate violations, such as land or buildings. It does not override state or local laws on animal fighting unless there is a direct conflict.
