Digital Asset Anti-Money Laundering Act of 2022 This bill directs specified federal financial agencies to establish rules regarding digital assets. The Financial Crimes Enforcement Network (FinCEN) must establish a rule classifying digital asset wallet providers, cryptocurrency miners, validators, and others as money service businesses. In addition, FinCEN must require U.S. persons to report cryptocurrency transactions through foreign accounts of over $10,000. FinCEN must also require digital asset kiosk owners and administrators to submit and update every three months the physical addresses of the kiosks. The Department of the Treasury must prohibit financial institutions from handling, using, or transacting business with (1) digital asset mixers, privacy coins, and other anonymity-enhancing technologies; and (2) digital assets that have been anonymized by these technologies. Treasury, the Securities and Exchange Commission, and the Commodity Futures Trading Commission must establish risk examination and review processes for anti-money laundering requirements for their respective regulated entities.

Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2021 or the CONTRACT Act of 2021 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the Social Security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.

Maddy summarySRES 858 is a symbolic Senate resolution expressing support for National Adoption Day and National Adoption Month. It does not create new laws or allocate funds but publicly endorses efforts to promote adoption awareness, celebrate adoptive families, and encourage Americans to consider adoption. The resolution specifically recognizes that every child deserves a permanent family and urges people to support adoption opportunities during November and year-round. It highlights existing statistics about children in foster care (e.g., 114,000 waiting for adoption) but focuses solely on raising awareness, not changing policies. This resolution was introduced by 35 Senators and adopted without legislative effect.
Maddy summaryS 5179 would require Congress to approve certain decisions under the Endangered Species Act before they take effect. Specifically, it mandates that a joint resolution of approval from both House and Senate must be enacted before new species listings, removals from protected lists, or status changes can occur. This would directly affect federal agencies like the U.S. Fish and Wildlife Service that implement the Endangered Species Act. The bill would change the current process where such decisions take effect automatically after agency action.
No Emergency Crude Oil for Foreign Adversaries Act This bill prohibits exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, Russia, North Korea, and Iran. Specifically, the bill directs the Department of Energy (DOE) to require as a condition of any sale of crude oil from the SPR that the oil not be exported to such countries. However, DOE may issue a waiver of the prohibition if the sale of crude oil is in the national security interests of the United States. In addition, DOE must report on (1) the route to destination and place of refinement of all crude oil sold at auction from the SPR since November 23, 2021, and (2) the ownership of the refinement facilities at which such crude oil was refined.
National Opportunity to Restore Uranium Supply Services In America Act of 2022 or the NO RUSSIA Act of 2022 This bill provides statutory authority (and reallocates funding) for the Office of Nuclear Energy to establish a strategic reserve of uranium to ensure the availability of domestic supplies of uranium. The bill also requires the office to establish another program to support domestic production, conversion, and enrichment of uranium for nuclear reactors and eliminate reliance on Russian uranium. The office may not source uranium for the reserve or the program from companies that are controlled by, owned by, or otherwise affiliated with China or Russia.
Concerned Citizens Bill of Rights Act This bill requires state and local governments, as a condition of certain grant funding, to annually (1) report on any of their policies that result in a lack of law enforcement or prosecution of criminal offenses, and (2) certify that they do not have any policies that prohibit money bail for felonies or violent misdemeanors.
