A resolution standing with Israel against terrorism.

This resolution states that the Senate stands with Israel as it defends itself, reaffirms Israel's right to self-defense, and calls on all countries to unequivocally condemn Hamas' war on Israel. Choice in Automobile Retail Sales Act of 2023

Maddy summaryThis bill blocks the EPA from implementing new vehicle emissions rules for model years 2027 and later, specifically targeting the "Multi-Pollutant Emissions Standards" rule. It amends the Clean Air Act to prevent future regulations from mandating specific technology (like electric components) or limiting the availability of new vehicles based on engine type (e.g., gasoline vs. electric). The bill directly affects the EPA’s authority to set emissions standards and the auto industry’s ability to sell certain vehicle types. It ensures emissions rules cannot restrict consumer choices among new vehicle models.

A bill to amend title 38, United States Code, to extend and modify certain authorities and requirements relating to the Department of Veterans Affairs, and for other purposes.

This act extends the eligibility or applicability of various Department of Veterans Affairs (VA) programs and benefits. First, the act extends from three to five years the authority for additional licensed health care professionals (i.e., physician assistants, nurse practitioners, audiologists, and psychologists) to perform medical disability examinations as part of the existing VA pilot program related to the use of contract physicians for disability examinations. Currently, when an individual transfers fewer than 12 credits from a program of education that is closed or disapproved, the individual is deemed to have not received those credits, and no charge from the individual's entitlement to education assistance may be made for that period of enrollment. Under the act, this period of relief for those affected by a closure or disapproval is extended by two years to apply to programs that close or discontinue before September 30, 2025. The act extends through FY2028 the authorization for VA emergency preparedness for public health emergencies. The act also extends the applicability of certain loan fee rates through November 15, 2031, under the VA's home loan program.

FTC REDO Act

Maddy summaryThis bill requires the Federal Trade Commission (FTC) to complete specific studies before finalizing or enforcing its proposed Motor Vehicle Dealers Trade Regulation Rule (the 2022 rule and similar future rules). It mandates a quantitative study on automotive retailing, consumer testing on new mandates, and an economic analysis of costs/benefits - each open to 30 days of public comment and peer-reviewed - before the FTC can proceed. These requirements must be submitted to Congress, and the rule must apply equally to all auto sellers (franchised, independent, and direct). The bill directly affects the FTC’s rulemaking process and motor vehicle dealers, delaying implementation until these steps are completed.

A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the United States Fish and Wildlife Service relating to "Endangered and Threatened Wildlife and Plants; Lesser Prairie-Chicken; Threatened Status with Section 4(d) Rule for the Northern Distinct Population Segment and Endangered Status for the Southern Distinct Population Segment".

Maddy summarySenate Joint Resolution 9 seeks to disapprove a U.S. Fish and Wildlife Service rule that would have classified the Lesser Prairie-Chicken as "threatened" (for the northern population) and "endangered" (for the southern population). If passed, this resolution would block the rule from taking effect, preventing new federal protections and restrictions on land use, development, and conservation activities in the bird's habitat across states like Texas, Oklahoma, and Kansas. The bill uses a procedural disapproval process under federal law to halt the rule without altering the species' actual status.
