Kids Eat Local Act of 2021

Kids Eat Local Act of 20 21 This bill modifies Department of Agriculture requirements for the national school food programs relating to the purchases of locally produced food. The bill allows institutions participating in the school food programs to use locally grown, locally raised, or locally caught as a product specification in food procurement requests.

A bill to modify the presumption of service connection for veterans who were exposed to herbicide agents while serving in the Armed Forces in Thailand during the Vietnam era, and for other purposes.

This bill requires the Department of Veterans Affairs to ensure that, if it creates a presumption of service-connection between the occurrence of a disease and exposure to an herbicide agent while serving in the Armed Forces between January 9, 1962, and June 30, 1976, at a military base in Thailand, such presumption must also apply to exposure at any military base in Thailand, regardless of where on the base the veteran was located or what military job specialty the veteran performed.

A bill to establish the Federal Rainy Day Fund to control emergency spending.

This bill establishes a Federal Rainy Day Fund to fund emergency spending. Under the bill, an emergency is any occasion or instance for which federal assistance is needed to supplement state and local efforts and capabilities to save lives and to protect property, public health, and safety; or to lessen or avert the threat of a catastrophe in any part of the United States. The bill authorizes annual appropriations to the fund that are equal to 2% of the amount of the previous year's nonemergency discretionary spending. In addition, the bill modifies or establishes various budget enforcement procedures to address spending from the fund. For example, the bill establishes a point of order to prohibit the fund from being used for nonemergency spending, establishes a point of order against provisions that provide emergency spending from the general fund of the Treasury when unobligated funds are available in the rainy day fund, and repeals a provision that currently requires adjustments to discretionary spending limits to accommodate emergency spending. Finally, the bill requires the Government Accountability Office to report on the relationship between emergency, disaster, and wildfire spending, including any recommendations to modify the spending that qualifies as emergency spending.

SAME Act

Second Amendment Mandates Equality Act or the SAME Act This bill reduces the minimum age—from 21 years to 18 years—at which an individual may obtain a handgun from a federally licensed gun dealer, manufacturer, importer, or collector.

Sustainable Shark Fisheries and Trade Act of 2021

Sustainable Shark Fisheries and Trade Act of 20 21 This bill addresses the conservation and management of sharks. The bill prohibits the importation into the United States of shark products from a nation that does not have measures to provide for the conservation and management of sharks and measures to prohibit shark finning (the removal of a shark's fins, including the tail, and discarding the remainder of the shark at sea) that are comparable to those of the United States. The bill includes exceptions to this prohibition for law enforcement, subsistence purposes, education, conservation, or scientific research. The Department of Commerce must certify nations with protections for sharks that are comparable to those of the United States. Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Import Monitoring Program. (The Seafood Import Monitoring Program has data reporting and recordkeeping requirements for imported fish or fish products entering U.S. commerce.)

Abortion Providers Loan Elimination Act

Abortion Providers Loan Elimination Act This bill makes abortion providers ineligible to receive a loan under the Paycheck Protection Program, which was established to support small businesses in response to COVID-19. This prohibition shall not apply to hospitals or entities that exclusively provide abortions (1) where the pregnancy is the result of rape or incest, or (2) where the pregnancy endangers the life of the mother. The Inspector General of the Small Business Administration must report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and to other abortion providers.

COVID–19 Origin Act of 2021

COVID-19 Origin Act of 2021 This bill requires the Office of the Director of National Intelligence (ODNI) to declassify all information relating to potential links between the Wuhan Institute of Virology and the origin of COVID-19. The ODNI shall submit to Congress an unclassified report containing such information, with redactions only as necessary to protect sources and methods.

Woman’s Right To Know Act

Woman's Right To Know Act This bill specifies requirements for informed consent that health care providers must obtain before performing an abortion procedure. Providers must present a woman seeking an abortion with an authorization form at least 24 hours before performing the procedure. The form must (1) include specified information concerning gestational age, associated developmental characteristics, and medical risks; (2) disclose penalties that providers may face for failing to obtain the requisite informed consent; and (3) include an affirmation that the individual signing the form understands the information. The form must be signed and witnessed in person and retained in the medical file. Providers do not have to obtain such consent if, in reasonable medical judgment, obtaining it would pose a greater risk of death or substantial physical impairment of a major bodily function, excluding psychological or emotional conditions, of the pregnant woman. The bill also establishes civil penalties for providers who do not comply with these requirements.
