Countering Atrocities through Currency Accountability Act of 2022 This bill requires financial institutions and agencies to take specified special measures regarding foreign financial activity if the Department of the Treasury concludes that the measures are necessary to address human rights violations. These measures are applied upon a finding that a jurisdiction (or a financial institution, transaction, or type of account involving a jurisdiction) is of primary humanitarian concern. The measures include additional recordkeeping and reporting of transactions, beneficial ownership information, and information relating to payable-through accounts and correspondent accounts. If Treasury finds a payable-through or correspondent account involves foreign human rights violations, then Treasury is allowed to prohibit or impose conditions on that account. The bill establishes additional due diligence requirements for financial institutions managing a bank account or a correspondent account of a foreign person. Finally, Treasury must determine if the Xinjiang Uyghur Autonomous Region in China qualifies as a jurisdiction subject to the additional measures established by the bill.

Freight Rail Assistance and Investment to Launch Coronavirus-Era Activity and Recovery Act of 2022 or the Freight RAILCAR Act of 2022 This bill provides a new tax credit through 2024 for 10% of freight railcar fleet modernization expenses (i.e., railcar replacement and modernization expenses for meeting fuel efficiency and performance standards). The bill provides that no more than 2,000 freight railcars per taxpayer may be taken into account for purposes of determining the credit in a taxable year. The Department of the Treasury must report to Congress on the credit to provide information on the number of times the credit was claimed and the number of railcars scrapped or built as a result of the credit.
Preventing Racism in Medicare Act of 2022 This bill prohibits the Centers for Medicare & Medicaid Services from including the development of anti-racism plans (i.e., plans to address systemic racism in health care) as a qualifying clinical practice improvement activity under the Merit-based Incentive Payment System (MIPS), as described in a November 2021 rule. (MIPS is an incentive program under Medicare that allows health care professionals to receive payment adjustments based on certain performance measures.)
Respectful Treatment of Unborn Remains Act of 2022 This bill prohibits abortion providers from placing fetal remains into a publicly owned water system. Military Spouse Tax Act This bill provides that a spouse of a service member may retain their personal residence or domicile for purposes of taxation. Building America's Health Care Workforce Act This bill extends certain flexibilities relating to training and competency requirements for nurse aides in Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs). Generally, SNFs and NFs may not hire nurse aides for longer than four months unless they meet certain training and certification requirements. The Centers for Medicare & Medicaid Services waived some of these requirements during the COVID-19 emergency period so as to allow facilities to maintain adequate staffing levels; the waiver ends in June 2022. The bill extends these flexibilities for at least two years after the bill's enactment and specifies that (1) any time worked by a nurse aide during the emergency period counts toward the 75 hours required for initial training, and (2) a competency evaluation may be conducted at the SNF or NF where the nurse aide is employed if the state does not offer such an evaluation at least once a week.

Protecting Free Speech Act This bill terminates the Disinformation Governance Board of the Department of Homeland Security (DHS) and prohibits using DHS funding for the activities of any other entity that is substantially similar to the board.
Protecting Health Care for All Patients Act of 2022 This bill prohibits all federal health care programs, including the Federal Employees Health Benefits Program, and federally-funded state health care programs (e.g., Medicaid) from using prices that are based on quality-adjusted life years (i.e., measures that discount the value of a life based on disability) to determine relevant thresholds for coverage, reimbursements, or incentive programs.
