Finally, the resolution also honors the contributions and integral role of Muslim Americans in the economy, culture, and identity of the United States.

Credit Card Competition Act of 2022 This bill addresses network access and competition in electronic credit transactions. The bill generally prohibits credit card issuers from restricting the number of payment card networks on which an electronic credit transaction may be processed. Specifically, the Board of Governors of the Federal Reserve System must prohibit certain credit card issuers with assets of over $100 billion from restricting the number of networks on which credit card transactions may be processed to one network, two or more networks operated by affiliated networks or persons, or the two networks with the largest market share of credit cards issued. Additionally, credit card issuers are prohibited from imposing certain limitations on the routing of electronic credit transactions, such as through penalties for failure to meet a specified threshold of transactions on a particular payment card network. The board must also provide for the designation of payment card networks that pose a security risk to the United States or are owned, operated, or sponsored by a foreign state entity.
Federal Bureau of Investigations Whistleblower Protection Enhancement Act This bill allows whistleblowers of the Federal Bureau of Investigation to appeal agency decisions regarding alleged reprisals to the Merit Systems Protection Board. Whistleblowers may also seek action directly from the board if the agency does not issue a decision within 180 days of receiving such an allegation.
Net Neutrality and Broadband Justice Act of 2022 This bill expressly classifies broadband internet as a telecommunications service rather than an information service for purposes of regulation by the Federal Communications Commission. (Current law treats providers of telecommunications services as common carriers and subjects them to more stringent requirements.)
Global Food Security Reauthorization Act of 2022 This bill reauthorizes through FY2028 activities to implement the Global Food Security Strategy, a whole-of-government strategy to promote global food security, resilience, and nutrition. The bill also modifies aspects of the strategy, such as requiring the strategy to seek to improve the efficiency and resilience of agricultural production. The bill also reauthorizes through FY2028 activities related to the Emergency Food Security Program, an international market-based assistance program.

Next Generation Fuels Act of 2022 This bill supports the use of biofuels (e.g., gasoline blended with ethanol) in vehicles, including by establishing a minimum octane standard for gasoline as well as making related biofuel requirements for vehicles, their fuels, and fuel infrastructure.
Officer Ella Grace French Task Force Support Act of 2022 This bill allows funds under the Project Safe Neighborhoods Block Grant Program to be used to support task forces that coordinate federal, state, tribal, territorial, and local efforts to investigate and disrupt illegal firearms trafficking and straw purchasing.
Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances the safety of contraception and cannot be achieved through less restrictive means. The bill also specifies that the prohibition preempts inconsistent state and local laws and applies in spite of other federal laws, including the Religious Freedom Restoration Act of 1993. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.
This resolution recognizes and honors the life and legacy of Oswaldo Payá Sardiñas on the 10th anniversary of his death on July 22, 2022. The resolution also calls on the communist regime in Cuba to cease violating human rights and to begin providing democratic political freedoms to its citizens.
