Protecting Students from Worthless Degrees Act This bill makes an institution of higher education (IHE) ineligible to receive federal student financial assistance if it fails to meet certain requirements. It also requires an IHE to make certain certifications about its gainful employment programs. Specifically, an IHE that offers a degree or certificate program to prepare students for entry into a profession that requires licensing or certification as a precondition for entry is not eligible to receive any federal student financial assistance unless (1) a student is fully qualified to take the required entry examination or be licensed or certified for the profession upon the successful completion of the program, and (2) the institution provides timely placement for all of the academically related pre-licensure requirements for entry into the profession (e.g., clinical placements or internships). An IHE must also certify that each eligible gainful employment program meets specified requirements, including approval or accreditation by a recognized agency and satisfaction of applicable educational prerequisites for professional licensure or certification. If an IHE does not satisfy such prerequisites, it must notify a student who intends to enroll in the program and obtain a handwritten acknowledgement from the student that they wish to enroll. Lastly, an IHE that offers distance education or correspondence courses must be legally authorized within each state in which its enrolled students are located.

Proprietary Education Interagency Oversight Coordination Improvement Act This bill requires certain actions to increase federal oversight of proprietary (i.e., for-profit) institutions of higher education (IHEs). Specifically, the bill establishes the Proprietary Education Interagency Oversight Coordination Committee and sets forth its duties and membership. The bill also directs the Department of Education (ED) to collect and track student complaints regarding the services or activities of any proprietary IHE that is eligible for federal education assistance. Further, ED must publish a warning list for parents and students that is comprised of proprietary IHEs that have engaged in certain activities, including those that have been sued for financial relief or have pending claims for borrower relief discharge.
Corporate Crime Database Act of 2022 This bill requires the Bureau of Justice Statistics to establish a public database of enforcement actions taken by federal agencies against businesses for corporate offenses.
Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season, including by applying the Reid Vapor Pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol.
Journalism Competition and Preservation Act of 2022 This bill sets out a process through which certain broadcast or digital news providers may collectively negotiate with covered online platforms (e.g., social media companies) regarding use of the news providers' content by the platforms. Specifically, the bill authorizes an eligible provider (e.g., one with no more than 1,500 full-time employees and nonnetwork news broadcasters that engage in specified news practices) to jointly form an entity with other eligible providers to negotiate the pricing, terms, and conditions by which certain online platforms use the providers' content. A covered platform is generally one that (1) has at least 50 million monthly domestic users, and (2) is owned or controlled by a person with either sales or a market capitalization that exceeds a specified amount or at least one billion monthly users worldwide. The bill establishes requirements concerning the formation, governance, operation, and termination of the joint negotiation entity. It also exempts from antitrust laws certain actions by a joint negotiation entity (e.g., providers jointly denying a platform's access to the providers' content). The bill outlines requirements governing the conduct of the negotiations by, for example, requiring the parties to negotiate in good faith. Additionally, the bill provides for private rights of action if the requirements for a negotiation are not met and establishes requirements for arbitration in limited circumstances. The Government Accountability Office must study the impact of the joint negotiations, including their effects on local and regional news and the employment of journalists. In general, the bill's provisions terminate six years after its enactment.
