Compressed Gas Cylinder Safety and Oversight Improvements Act of 2023

Maddy summaryThis bill strengthens oversight of foreign manufacturers making gas cylinders for U.S. hazardous material transport. It requires these manufacturers to undergo annual approval reviews (or 5-year reviews if they meet strict compliance criteria), answer new questions about past penalties or sanctions, and submit to mandatory annual inspections. The Department of Transportation must publish a public list of approved manufacturers and their approval durations. This directly affects foreign companies producing cylinders intended for U.S. commerce, increasing transparency and accountability in the safety certification process.

America’s CHILDREN Act of 2023

Maddy summaryS.1667, the America’s CHILDREN Act of 2023, creates a pathway to permanent residency for certain college graduates who entered the U.S. as children under specific visa categories. It directly affects noncitizens who: (1) were lawfully present as dependent children of nonimmigrant workers (excluding H-1B, L-1, etc.) for at least 8 years, (2) maintained lawful presence for 10+ years total, and (3) graduated from a U.S. college or university. Key provisions include age-out protections for dependents who turn 21 while waiting for visas and retention of priority dates for visa processing. The bill modifies immigration law to allow eligible individuals to file for permanent residency without numerical limits, using the date a petition was filed as the basis for age determination. This applies to those whose parents held employment-based nonimmigrant status (e.g., E-1, E-2, O-1), not tourist or student visas.

America Grows Act of 2023

Maddy summaryThis bill provides annual funding increases for four USDA research agencies (Agricultural Research Service, Economic Research Service, National Agricultural Statistics Service, and National Institute of Food and Agriculture) by 5% above inflation each year, adjusted using the Consumer Price Index. It specifically exempts these funding amounts from automatic budget cuts (sequestration) under federal law. The funding applies to fiscal years 2024 through 2034 and beyond, with amounts remaining available for obligation through the end of each fiscal year. The bill does not create new programs but ensures stable, inflation-adjusted funding for existing agricultural research and data collection activities.

Protecting Service Members and Military Families’ Access to Reproductive Care Act of 2023

Maddy summaryThis bill creates a new 21-day administrative leave for active-duty service members to obtain reproductive care not provided at military medical facilities (such as abortions or fertility treatments like IVF), or to accompany a spouse or dependent receiving such care. It also authorizes travel and transportation allowances for this care, explicitly covering abortion and assisted reproductive technology. The bill prohibits additional requirements like mandatory counseling or chaplain consultations for requesting this leave, while prioritizing privacy for service members and their families. It defines "non-covered reproductive health care" to include specific procedures like egg retrieval, sperm processing, and in vitro fertilization, ensuring these are eligible for the new leave and travel benefits.

Rural Hospital Closure Relief Act of 2023

Rural Hospital Closure Relief Act of 2023 This bill allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare or Medicaid beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency. The Government Accountability Office must study the effects of the bill's implementation. The Centers for Medicare & Medicaid Services must subsequently establish a mechanism and issue guidance on how newly designated CAHs may transition to different payment models under Medicare.
