WHO is Accountable Act

Maddy summaryS 774, the "WHO is Accountable Act," prohibits U.S. federal funds from being used to seek U.S. membership in or contribute to the World Health Organization (WHO) until the Secretary of State certifies the WHO meets eight specific conditions. These conditions require the WHO to adopt reforms ensuring humanitarian aid isn't politicized, end perceived Chinese Communist Party influence, address pandemic response transparency, grant Taiwan observer status, stop diverting supplies to certain countries, improve transparency, cease funding for issues like gender-affirming care, climate change, and abortion access, and agree that WHO directives won't bind U.S. citizens. The bill directly affects all U.S. federal departments and agencies that manage funding for international organizations. This provision halts U.S. financial support to the WHO until these conditions are met, pending congressional certification.

Expanding Local Meat Processing Act of 2025

Maddy summaryThis bill exempts small-scale meat processors from a federal regulation that restricts certain ownership ties between meat packers and market agencies. It directly affects small meat processors with daily slaughter capacities under 2,000 cattle/sheep or 10,000 hogs, and market agencies that have financial or operational relationships with these processors. The key provision requires market agencies to disclose the name of any packer they sell livestock to and the nature of their relationship. This change aims to reduce regulatory barriers for smaller processors while maintaining transparency in livestock sales.

Farmers Freedom Act of 2025

Farmers Freedom Act of 2025 This bill excludes certain prior converted cropland from permit requirements under the Clean Water Act, including Section 404 permits for discharges of dredged materials into waters of the United States (WOTUS). The exclusion applies to areas that were converted to cropland prior to December 23, 1985. However, the bill does not exclude an area that has reverted to wetlands and has not been used for agricultural purposes in five years. In recent years, there has not been regulatory consistency about which cropland, such as cropland that has reverted to wetlands, is protected under the scope of the act as WOTUS. In 2020, the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers issued the Navigable Waters Protection Rule that, among other provisions, defined  prior converted cropland in order to specify which cropland is excluded from the scope of the act. However, the U.S. District Court for the District of Arizona vacated the rule in Pascua Yaqui Tribe v. EPA . In 2023, the EPA and the Army Corps of Engineers issued another rule that excluded prior converted cropland from the scope of the act, but they defined the exclusion more narrowly than the exclusion in the 2020 rule.  Similar to the 2020 rule, this bill broadens the exclusion. The bill determines the scope of the exclusion by defining the term prior converted cropland in statute .

Ag Disputes Act

Maddy summaryThis bill establishes the Agricultural Trade Enforcement Task Force to address foreign trade barriers harming U.S. agricultural exports, with immediate focus on India’s WTO-violating price supports for rice, wheat, and other crops. The Task Force, to be created within 30 days, identifies systemic trade barriers, develops enforcement strategies, and collaborates with like-minded countries to file WTO disputes. It requires quarterly reports to Congress on progress, including specific plans for consulting with India on its price supports (which exceeded WTO limits by 80-90% for key commodities). The bill directly affects U.S. farmers and exporters by targeting barriers that reduce market access and competitiveness, particularly in rice and wheat markets dominated by India. It mandates concrete action through the WTO dispute process rather than new trade rules.

Conrad State 30 and Physician Access Reauthorization Act

Maddy summaryThe Conrad State 30 and Physician Access Reauthorization Act extends the Conrad State 30 program, which allows foreign physicians to work in U.S. areas with doctor shortages for up to three years in exchange for a waiver of the two-year foreign residency requirement. The bill creates clearer pathways for physicians to adjust their immigration status to permanent residency after completing service requirements in medically underserved areas, while adding protections like banning non-compete clauses in employment agreements. It also establishes annual reporting requirements to track how many physicians are placed in underserved communities. The bill primarily affects foreign physicians seeking to work in the U.S. and health facilities in medically underserved communities.

A resolution expressing support for the designation of February 15 through February 22, 2025, as "National FFA Week", recognizing the important role of the National FFA Organization in developing the next generation of leaders who will change the world, and celebrating the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America Federal charter.

Maddy summarySRES 89 is a symbolic Senate resolution designating February 15-22, 2025, as "National FFA Week." It recognizes the National FFA Organization’s role in developing student leadership through agricultural education and celebrates two milestones: the 90th anniversary of New Farmers of America (a historically Black agricultural youth group) and the 75th anniversary of the Federal charter for Future Farmers of America (signed by President Truman in 1950). The resolution does not create new laws or obligations but formally expresses congressional support for these observances. It affects no specific group or policy, serving solely as a ceremonial acknowledgment.

SCRUB Act of 2025

Maddy summaryThe SCRUB Act of 2025 requires federal agencies to offset the annual costs of new regulations by repealing existing rules that meet specific criteria, such as those costing over $100 million annually (adjusted for inflation). It directs the new DOGE agency to identify and repeal outdated or overly burdensome rules, prioritizing those that impose high costs on small businesses or lack clear regulatory purpose. Agencies must achieve a 33% reduction in cumulative regulatory costs by July 2026 while maintaining regulatory effectiveness. This directly affects all federal agencies creating regulations and indirectly impacts businesses, consumers, and industries subject to those regulations.

Unplug the Electric Vehicle Charging Stations Programs Act

Maddy summaryThis bill repeals two federal programs that provided funding for electric vehicle (EV) charging infrastructure. It eliminates the grant program for charging/fueling stations under the Infrastructure Investment and Jobs Act and terminates the National Electric Vehicle Infrastructure Formula Program. The bill specifically removes authorization for new grants, cancels unspent funds, and prohibits future use of federal money for these programs. As a result, the federal government will no longer fund or support the development of EV charging networks through these specific mechanisms.
