This resolution thanks the teachers of the United States and promotes the teaching profession by encouraging students, parents, school administrators, and public officials to recognize National Teacher Appreciation Week.

This resolution condemns the acts of gun violence that led to the tragic loss of eight lives in Georgia on March 16, 2021.

Military Justice Improvement and Increasing Prevention Act of 2021 This bill modifies the process and policy related to the disposition of charges and convening of courts-martial for certain sexual assault cases and other specified offenses under the Uniform Code of Military Justice (UCMJ). Among other elements, the bill provides that the determinations on the preferral, disposition, and referral of charges for specified offenses under the UCMJ must be made by a commissioned officer of the Armed Forces who is designated as a court-martial convening authority (in grade O-6 or higher) and who is available for detail as trial counsel, has significant trial experience, and is outside the chain of command of the member subject to the charges.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

USTR Inspector General Act of 2021 This bill requires the President to appoint an Inspector General of the Office of the U.S. Trade Representative (USTR). Among other responsibilities, the Inspector General shall (1) conduct and supervise audits and investigations relating to the programs and operations of the USTR, (2) recommend policies for preventing and detecting fraud and abuse in those programs, and (3) provide a means for keeping the USTR and Congress informed about problems and deficiencies in those programs and operations.

Safeguarding America's Future and Environment Act or the SAFE Act The bill requires the development of an integrated national approach to help fish, wildlife, and plants adapt to extreme weather changes and climate change. Specifically, the bill requires the President to establish an interagency National Fish, Wildlife, and Plants Climate Adaptation Strategy Joint Implementation Working Group. The working group must adopt the 2013 National Fish, Wildlife, and Plants Climate Adaptation Strategy, which addresses the effects of extreme weather and climate change on fish, wildlife, and plants. After the Committee on Earth and Environmental Sciences releases a periodic scientific assessment required under the U.S. Global Change Research Program, the working group must use sound science to review and revise the strategy to incorporate new information and advances in the development of strategies to help fish, wildlife, and plants adapt. Each federal agency must integrate the strategy into agency plans, environmental reviews, and programs. The Department of the Interior must establish a National Climate Change and Wildlife Science Center to assess and develop scientific information, tools, strategies, and techniques to support the working group and other interested parties in addressing the effects of extreme weather and climate change. Interior must establish an Advisory Committee on Climate Change and Natural Resource Sciences to advise the working group.

Chronic Disease Management Act of 2021 This bill modifies requirements for health savings accounts (HSAs) to permit the high deductible health plans required for an HSA to provide care for chronic conditions with no deductible. The bill covers any preventive care service or item used to treat a chronic condition if (1) such service or item is low-cost, (2) there is medical evidence of the effectiveness of such service or item, and (3) there is a strong likelihood that the use of such service or item will prevent the exacerbation of the chronic condition or the development of a secondary condition that requires significantly higher cost treatment. The bill further provides that an individual who has been prescribed preventive care for any chronic condition may be presumed to have been diagnosed with such condition if such preventive care is customarily prescribed for such condition.

Fry Scholarship Enhancement Act of 2021 This bill expands eligibility for the Marine Gunnery Sergeant John David Fry Scholarship, commonly referred to as the Fry Scholarship, which entitles specified dependents of service members who died in the line of duty on or after September 11, 2001, to educational assistance under the Post-9/11 GI Bill. Specifically, the bill expands eligibility for the Fry Scholarship to include a child or spouse of a person who dies on or after September 11, 2001, from a service-connected disability within 120 days of being honorably discharged or released from service in the Armed Forces. This expansion of eligibility applies to quarters, semesters, or terms beginning on or after August 1, 2023.

Fair Care for Vietnam Veterans Act of 2021 This bill provides a presumption of service-connection for hypertension and monoclonal gammopathy of undetermined significance (MGUS) for veterans who served in Vietnam between January 9, 1962, and May 7, 1975. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Puppy Protection Act of 2021 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.
