Fiscal Year 2025 Veterans Affairs Major Medical Facility Authorization Act

Maddy summaryThis bill authorizes $1.567 billion in funding for two specific Veterans Affairs (VA) facility projects in fiscal year 2025. It directly affects VA medical centers in West Los Angeles, California (for a new critical care center, utility plant, and building renovations) and Dallas, Texas (for expanded mental health space, parking, and land acquisition). The bill sets maximum spending limits for each project ($1.46 billion for LA and $106.4 million for Dallas) but does not create new policy or alter veteran benefits. It solely provides authorization for construction and renovation work at these designated locations.

Cleaner Air Spaces Act of 2025

Maddy summaryS 147 establishes a federal grant program to help communities create accessible clean air centers and provide free, certified air filters to low-income households with vulnerable members (such as seniors, people with asthma, or disabilities) during wildfire smoke events. Local air pollution agencies receive grants to partner with community groups, set up clean air centers in smoke-prone areas, and distribute at least 1,000 certified air filters per program to eligible households - along with filter replacements - at no cost. The program requires educational materials on filter use, post-distribution surveys to assess effectiveness, and annual reports to Congress on implementation and outcomes. This directly supports households at high health risk from wildfire smoke in underserved communities.

A resolution honoring the service of women in combat roles in the Armed Forces.

Maddy summaryThis Senate resolution (SRES 28) honors women who have served in combat roles in the U.S. Armed Forces. It recognizes their contributions, bravery, and sacrifices, specifically highlighting their service since 9/11 - including over 3,000 women earning combat badges - and acknowledges the Department of Defense opening all military roles to women in 2015. The resolution has no binding policy effect; it is a symbolic gesture to celebrate their service and inspire future generations.

Recover Fraudulent COVID Funds Act

Maddy summaryThis bill extends the time limit for prosecuting fraud involving pandemic relief funds from 5 years to 10 years. It applies specifically to violations related to major COVID-19 programs like the CARES Act, American Rescue Plan, and Paycheck Protection Program. The key provision allows criminal prosecutions, customs forfeitures, and false claims lawsuits to proceed within 10 years of the fraud occurring, rather than the standard shorter timeframe. This change aims to give prosecutors more time to investigate and pursue cases involving misused pandemic funding. It directly affects federal prosecutors, law enforcement, and individuals or entities accused of fraudulently obtaining pandemic relief money.

Handgun Permit to Purchase Act

Maddy summaryThe Handgun Permit to Purchase Act establishes a federal grant program to help states, local governments, and tribes develop or improve handgun purchaser licensing systems. These licensing systems would require background checks to prevent people banned from owning firearms under federal law from purchasing handguns, along with minimum age (21+), residency verification, and reapplication every five years. The bill cites research showing that such licensing laws are linked to reduced gun homicides and suicides in states like Connecticut and Maryland. The grant program is competitive and requires applicants to already have a licensing law meeting specific standards before receiving funding.

Competition and Antitrust Law Enforcement Reform Act of 2025

Maddy summaryThis bill would strengthen antitrust enforcement by revising the standard for evaluating mergers to consider more than just price increases, including quality, choice, innovation, and entry barriers. It establishes a new Office of Competition Advocate within the Federal Trade Commission to monitor competition and recommend enforcement actions, and it allows the Department of Justice and Federal Trade Commission to seek civil monetary penalties for antitrust violations. The bill also creates stronger whistleblower protections for employees reporting anticompetitive conduct and requires companies to report on the competitive effects of acquisitions. These changes aim to address growing market concentration and anticompetitive practices by large corporations.

Saving the Civil Service Act

Saving the Civil Service Act This bill generally prohibits changes to the classification of positions in the competitive service and excepted service unless certain conditions are met. (Competitive service positions are subject to competitive examination while excepted service positions are appointed under one of five schedules. Competitive service positions have notice and appeal requirements for adverse actions that are not applicable to most excepted positions, including those of a confidential, policy-determining, policy-making, or policy-advocating character under Schedule C.) On October 21, 2020, President Donald Trump issued an executive order that placed executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new Schedule F in the excepted service. The order was subsequently revoked by President Joe Biden. The bill prohibits executive agency positions in the competitive service from being placed in the excepted service, unless such positions are placed in a schedule in the excepted service as in effect on September 30, 2020. The bill also prohibits positions in the excepted service from being placed in any schedule other than the aforementioned schedules. Additionally, agencies may not (1) transfer occupied positions from the competitive or excepted service into Schedule C without the consent of the Office of Personnel Management, or (2) transfer employees in the excepted service to another schedule or transfer employees in the competitive service to the excepted service without employee consent.

Miracle on Ice Congressional Gold Medal Act

Maddy summaryS 94, the "Miracle on Ice Congressional Gold Medal Act," authorizes three congressional gold medals for the 1980 U.S. Olympic Men's Ice Hockey Team members. The bill directs the Secretary of the Treasury to strike the medals, with one medal displayed at each of three locations: the Lake Placid Olympic Center, the U.S. Hockey Hall of Fame Museum in Minnesota, and the U.S. Olympic & Paralympic Museum in Colorado Springs. The legislation also permits the sale of bronze duplicates to cover costs, with proceeds going to the U.S. Mint. This is a commemorative measure recognizing the team's 1980 Olympic victory, not a policy change affecting current legislation or constituents.
