This resolution expresses that the House of Representatives is committed to building upon the 20 years of success of the George McGovern-Robert Dole International Food for Education and Child Nutrition Program, complementing humanitarian assistance efforts and development programs through the continued implementation of the McGovern-Dole Program to address global food insecurity and create conditions for peace and stability, and supporting U.S. farmers, millers, shippers, and commodity groups that provide agricultural commodities for use in the McGovern-Dole Program to help combat global malnutrition and food insecurity and advance global education.

This concurrent resolution recognizes Hershel Woodrow "Woody" Williams, the last surviving recipient of the Medal of Honor for acts performed during World War II. The concurrent resolution also permits Williams' remains to lie in honor in the rotunda of the Capitol on Thursday, July 14, 2022, in order to honor the Greatest Generation and the more than 16 million men and women who served in the U.S. Armed Forces from 1941 to 1945.
This resolution recognizes the critical role the Equal Employment Opportunity Commission plays in addressing long-standing issues including the wage gap, combating workplace harassment, and ensuring all workers are treated with dignity and respect in the workplace.
Children's Safe Welcome Act of 2022 This bill imposes requirements related to the treatment of noncitizen children detained in immigration custody. For example, the bill (1) prohibits an accompanied noncitizen child from being separated from a parent or legal guardian while in immigration custody, except in certain situations; (2) requires each child in immigration custody to receive a legal orientation presentation and have access to legal counsel and child advocates; and (3) requires each unaccompanied noncitizen child in Department of Health and Human Services custody to be placed in the least restrictive setting that most approximates a family and in which any special needs may be met.
Food Safety Administration Act of 2022 This bill splits the current Food and Drug Administration into the Federal Drug Administration (to regulate drugs, cosmetics, devices, biological products, color additives, and tobacco) and the Food Safety Administration (to regulate food safety). The bill also establishes specific requirements with respect to manufacturers of infant formula, such as requiring manufacturers to notify the newly created Food Safety Administration of potential infant formula shortages.
Informing Veterans on Education for Transitioning Servicemembers Act of 2022 or the Informing VETS Act of 2022 This bill requires the Department of Veterans Affairs to regularly promote the Veteran Readiness and Employment program by (1) sending a letter to each veteran entitled to the program that explains the educational benefits of the program, and (2) providing in each letter and online a side-by-side comparison of benefits between the program and Post-9/11 GI Bill educational assistance.
Veterans' Compensation Cost-of-Living Adjustment Act of 2022 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2022. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.
Veterans Hearing Benefits Act of 2022 This bill provides a presumption of service-connection for hearing-related issues in certain veterans for purposes of wartime disability compensation. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Per the bill, certain veterans with diagnosed hearing loss, tinnitus, or both shall be presumed to have incurred or aggravated such conditions during active military, naval, or air service. This bill applies to veterans who (1) served in combat, or (2) were assigned to a military occupational specialty that likely exposed them to a sufficiently high level of acoustic trauma. The bill also requires the Department of Veterans Affairs to adjust the schedule of rating disabilities to establish a minimum disability rating for a veteran who requires a hearing aid because of a service-connected disability.
Environmental Justice Air Quality Monitoring Act of 2021 This bill requires the Environmental Protection Agency to implement a pilot program to award, on a competitive basis, grants or contracts to state, local, and tribal air agencies to carry out specified projects for hyperlocal air quality monitoring systems in environmental justice communities (i.e., communities with significant representation of communities of color, low income communities, or tribal and indigenous communities that experience, or are at risk of experiencing, higher or more adverse human health or environmental effects). A project carried out using a grant or contract awarded under the pilot program may not exceed five years in duration.
This resolution recognizes the significance of Asian/Pacific American Heritage Month as an important time to celebrate the contributions of Asian Americans, Native Hawaiians, and Pacific Islanders to the history of the United States. The resolution also recognizes that the Asian American, Native Hawaiian, and Pacific Islander communities enhance the rich diversity of the United States.
