It directs U.S. foreign assistance to support programs that protect LGBTQI+ rights, including health initiatives addressing HIV/AIDS in LGBTQI+ communities, and requires training for U.S. personnel and foreign officials on LGBTQI+ rights issues. A concurrent resolution expressing the sense of Congress that tax-exempt fraternal benefit societies have historically provided and continue to provide critical benefits to the people and communities of the United States.

Maddy summaryThis concurrent resolution (SCONRES 8) expresses Congress's formal opinion that tax-exempt fraternal benefit societies - mutual aid organizations operating under IRS Section 501(c)(8) - have long provided essential community benefits. It highlights that these societies, with approximately 7 million members nationwide, contribute over $3.8 billion annually through charitable work, volunteerism, and financial security programs. The resolution affirms that their tax-exempt status continues to support their mission and relieve pressure on government safety net programs. As a non-binding statement of congressional sentiment, it does not change tax law or create new obligations.

Health Care Fairness for Military Families Act of 2023

Maddy summaryS 956, the Health Care Fairness for Military Families Act of 2023, eliminates a separate premium for young adult dependents under the TRICARE Young Adult Program. Michael Enzi Voluntary Protection Program Act

Maddy summaryThis bill establishes the Michael Enzi Voluntary Protection Program, a workplace safety initiative allowing employers to voluntarily participate in a recognized safety system. Better Mental Health Care for Americans Act

Better Mental Health Care for Americans Act This bill modifies programs and payment rates for behavioral health services under Medicare, Medicare Advantage, the Medicare prescription drug benefit, Medicaid, and the Children's Health Insurance Program (CHIP). For example, the bill provides for specialized payment under the Medicare physician fee schedule of certain mental health and substance use disorder services that are integrated into primary care practice, such as preventive screenings and telehealth treatment. It also establishes and provides funds for a Medicaid demonstration program to provide such services to children in a variety of settings, including schools and hospitals. The bill also requires Medicare Advantage and Medicare prescription drug benefit plans to offer mental health and substance use disorder benefits in a manner that is no more restrictive than other benefits with respect to financial and treatment requirements (i.e., parity in benefits). Additionally, the Centers for Medicare & Medicaid Services must audit state Medicaid and CHIP programs with respect to parity requirements and post its related enforcement actions on its website; the bill provides funds for these purposes.

ACE Agriculture Act of 2023

Maddy summaryThe ACE Agriculture Act of 2023 amends the Agriculture Advanced Research and Development Authority (AGARDA) within the USDA. It expands the program’s research focus to include water conservation, greenhouse gas reduction, and resilience to climate impacts like drought and pests. The bill increases annual funding from $50 million to $100 million for fiscal years 2024-2029 and clarifies that the AGARDA Director must collaborate closely with the USDA Chief Scientist while operating independently from other department programs. This directly affects USDA’s agricultural research initiatives and will influence how farmers and ranchers access new technologies for sustainable farming.

Bonuses for Cost-Cutters Act of 2023

Maddy summaryThis bill creates a program allowing federal employees to identify unnecessary spending ("surplus salaries and expenses funds") in their agencies. If identified funds meet specific criteria (e.g., determined unnecessary by the Inspector General and Chief Financial Officer), the agency head must transfer the amount to the Treasury for deficit reduction (or debt reduction if no deficit exists), but may retain up to 10% of the transferred funds to pay cash bonuses to the employees who found the savings. Agencies must submit annual reports to the Treasury detailing savings, bonus awards, and the merit of employee disclosures. The program expires 6 years after enactment.
