Driving for Opportunity Act of 2021

Driving for Opportunity Act of 202 1 This bill authorizes the Department of Justice to make grants to states that do not suspend, revoke, or refuse to renew a driver's license of an individual based on such individual's failure to pay a civil or criminal fine or fee. Grants shall be awarded to (1) cover the costs incurred by a state to reinstate driver's licenses previously suspended for unpaid fines and fees; (2) maximize the number of individuals with suspended driver's licenses eligible to have driving privileges reinstated or regained; (3) provide assistance to individuals living in areas where public transportation options are limited; and (4) ease the burden on states where the state or local law that permitted the suspension or revocation of, or refusal to renew, driver's licenses or the registration of a motor vehicle based on the failure to pay civil or criminal fines or fees was in effect during the three year period ending on the date on which a state applies for or receives a grant under this bill. The Government Accountability Office must study the implementation of the grant program authorized by this bill, including the known effects of repealing state laws that have permitted the suspension, revocation, or refusal of a driver's license or motor vehicle registration based on the failure to pay civil or criminal fines or fees.

A resolution recognizing January 2022 as "National Mentoring Month".

Maddy summaryThis resolution designates January 2022 as "National Mentoring Month" to raise awareness about mentoring's benefits for youth development and community engagement. It highlights how mentoring improves academic achievement, reduces delinquency, and supports vulnerable youth, but does not create new policies or allocate funding. The resolution serves as a symbolic recognition by the Senate, encouraging broader support for existing mentoring programs. It directly affects public awareness and advocacy efforts, not specific individuals or institutions.

Red River National Wildlife Refuge Boundary Modification Act

Maddy summaryS 3517 updates the legal map defining the Red River National Wildlife Refuge's boundaries by replacing a 2000 map with a 2021 map reflecting current acquisition boundaries. This procedural change ensures the refuge's official boundary description aligns with the most recent management documentation. The bill does not alter the refuge's land area, conservation purpose, or legal protections. It directly affects refuge management operations and land use planning within the updated boundary.

UNRWA Accountability and Transparency Act

UNRWA Accountability and Transparency Act This bill makes changes to U.S. foreign policy in matters concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For purposes of this policy, the bill defines Palestinian refugee as a person who (1) resided from June 1946 to May 1948 in Mandatory Palestine (a region controlled by Britain until 1948), (2) was personally displaced as a result of the 1948 Arab-Israeli conflict, and (3) has not accepted citizenship or other permanent adjustment in status in another country. Furthermore, under U.S. policy, derivative refugee status may only extend to the spouse or minor child of such a Palestinian refugee. The bill withholds U.S. funding for the UNRWA unless the Department of State makes certifications concerning the UNRWA's staff, partners, and funding. Specifically, the State Department must certify that neither UNRWA staff and partners nor its funding and facilities are affiliated with terrorism or engaged in the dissemination of certain rhetoric, such as calling for the destruction of Israel or describing Israelis as occupiers or settlers . Additionally, the State Department must certify that the UNRWA is subject to comprehensive independent financial audits and is unaffiliated with any financial institutions that the United States considers to be complicit in money laundering or terror financing. The State Department must also implement a plan to encourage other countries to align their activities and efforts regarding the UNRWA with U.S. policy objectives, including the phaseout of the UNRWA by resettling Palestinian refugees outside of Israel.

Medical Student Education Authorization Act of 2022

Medical Student Education Authorization Act of 2022 This bill provides statutory authority for the Medical Student Education Program, through which the Health Resources and Services Administration (HRSA) awards matching grants for expanding and supporting medical education with a particular focus on training students to serve as primary care physicians in tribal, rural, or medically underserved communities. HRSA must award the grants to public institutions of higher education located in states that rank in the top quartile of states based on projected unmet demand for primary care providers. In awarding the grants, HRSA must give priority to recipients that (1) are located in states with two or more federally recognized Indian tribes, and (2) demonstrate a public-private partnership. Recipients must use grant funds for specified activities that include developing curricula, expanding partnerships with health care providers and community-based organizations, and providing scholarships.
