This resolution expresses support for the designation of Welcome Home Vietnam Veterans Day. It also honors and recognizes the contributions of veterans who served in Vietnam.

Farmers Fighting Climate Change Act This bill expands the Conservation Stewardship Program of the Department of Agriculture (USDA) to provide for the establishment of climate change mitigation bundles. Climate change mitigation bundle is defined as a group of conservation activities carried out together to achieve substantial progress toward reducing greenhouse gas emissions or increasing carbon sequestration and improving soil health. Specifically, USDA must make state- or region-specific climate change mitigation bundles available to producers in all regions of the country to promote agricultural practices that increase carbon sequestration and reduce green gas emissions, including by making available bundles that are appropriate for cropland, pastureland, rangeland, and forestland.
This resolution condemns the Chinese government's decision to hide the emergence and spread of COVID-19 (i.e., coronavirus disease 2019) within China. It also calls for an investigation by public health officials from the United States and other affected countries into how China's actions contributed to the global COVID-19 pandemic.
Safe Routes Act of 2021 This bill directs the Department of Transportation to waive vehicle weight limits for covered logging vehicles. The term covered logging vehicle means a vehicle that (1) is transporting raw or unfinished forest products, including logs, pulpwood, biomass, or wood chips; (2) is traveling a distance not greater than 150 air miles from origin to a storage or processing facility; and (3) meets state legal weight tolerances and vehicle configurations for transporting raw or unfinished forest products within the state boundaries in which the vehicle is operating.
Willie O'Ree Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Willie O'Ree or, if unavailable, to a member of his family, in recognition of his contributions and commitment to hockey, inclusion, and recreational opportunity.
This bill directs the Department of State to include additional information in its annual reports concerning Taiwan's participation at the World Health Organization's World Health Assembly (WHA) as an observer. The report shall describe changes and improvements to the State Department's plan to support Taiwan's observer status at the WHA, following any meetings at which Taiwan did not participate under such status. (China has opposed Taiwan's participation in the WHA.)
Motorcyclist Advisory Council Reauthorization Act This bill provides statutory authority for the establishment of the Motorcyclist Advisory Council whose duties are to advise the Department of Transportation on transportation issues of concern to motorcyclists, including (1) barrier design; (2) road design, construction, and maintenance practices; and (3) the architecture and implementation of intelligent transportation system technologies.
Veterans Serving Veterans Act of 2021 This bill updates the Department of Veterans Affairs (VA) current recruiting database by requiring the VA to maintain a single searchable database to be known as the Departments of Defense and Veterans Affairs Recruitment Database . With respect to vacant positions for critical jobs or mental health professionals, the database must list (1) the military occupational specialty or skill that corresponds to the position, and (2) each qualified member of the Armed Forces who may be recruited to fill the position before such qualified member has been discharged and released from active duty. Qualified members of the Armed Forces are those service members who (1) are being separated or recently separated from active duty, (2) elect to be listed in the database, and (3) have been determined by the VA to have a military occupational specialty. The database must list the following for each qualified member of the Armed Forces: name, contact information, expected discharge date, and military occupational specialty. The VA must implement direct hiring and appointment procedures for vacant database positions and may authorize relocation bonuses. The bill also requires the VA to train and certify veterans who served as basic health care technicians in the Armed Forces to work as VA intermediate care technicians.
Veterans Expedited TSA Screening Safe Travel Act or the VETS Safe Travel Act This bill makes certain veterans eligible for the Transportation Security Administration (TSA) PreCheck Program at no cost if they meet the program's background check and security requirements. Veterans who are eligible for this fee waiver are those who are in the annual patient enrollment system of the Department of Veterans Affairs (VA) and require the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility due to (1) loss, or loss of use, of a limb; (2) full or partial paralyzation; or (3) permanent blindness. The VA and the TSA must develop and implement a process to provide disabled veterans effective outreach about TSA programs that are designed to improve the screening process for passengers with disabilities.
Serve the People, Not the Swamp Act This bill establishes requirements for Members of Congress related to consideration of appropriations bills, lobbying activities, and retirement benefits. Specifically, the bill prohibits (1) the House of Representatives from adjourning for more than three calendar days in August until it has approved annual appropriations bills for the fiscal year beginning on October 1 of that year, and (2) Congress from adjourning for more than three calendar days between October 1 and the end of the congressional session until the annual appropriations bills are presented to the President. Neither chamber may recess or stand adjourned longer than 24 hours during any calendar year until Congress has agreed to a budget resolution for the fiscal year beginning on October 1 of such year that projects a balanced budget by the last fiscal year covered by the resolution. The bill establishes a five-year ban on (1) individuals appointed to executive schedule positions from engaging in lobbying activities in the executive branch, and (2) lobbying activities by Members of Congress. The Office of Government Ethics may waive lobbying restrictions for certain employees if it determines that the restrictions would create an undue hardship in obtaining qualified personnel for agency positions and granting such waiver would not create the potential for undue influence or unfair advantage. The bill excludes future Members of Congress from the Federal Employees Retirement System (FERS) and requires Members currently enrolled in FERS to opt in to continue their enrollment.
