Guaranteeing Enemy Nations Omit from Criminalizing, Impeding, or Detaining Exceptional Global Athletes Magnifying Exploitation during Sporting events Act or the GENOCIDE GAMES Act This bill requires the President to impose sanctions on certain foreign individuals who materially supported a gross violation of internationally recognized human rights against a 2022 Olympic and Paralympic Winter Games participant. Upon receiving credible evidence of such a human rights violation, the President must impose property- and visa-blocking sanctions on any foreign individual associated with the International Olympic Committee (IOC), including the president of the IOC, who the President determines materially supported the violation of human rights, including by providing to participants false, reckless, or negligent assurances of human rights assurances by the government of China. This bill's requirements shall terminate on March 13, 2023.

Sanctions Targeting Aggressors of Neighboring Democracies with Taiwan Act of 2022 or the STAND with Taiwan Act of 2022 This bill requires the imposition of sanctions in the event of a military invasion of Taiwan by China and addresses related issues. If the President determines that China or any of its proxies has initiated a military invasion of Taiwan, or if a joint resolution making such a determination is enacted, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person who is a member of the Chinese Communist Party (CCP); the Department of the Treasury to impose property-blocking sanctions on specified foreign financial institutions, including the People's Bank of China and the China Construction Bank; Treasury to impose property-blocking sanctions on any entity affiliated with the CCP; the Securities and Exchange Commission (SEC) to prohibit the trading of the securities of an issuer affiliated with the CCP on a national securities exchange; Treasury to prohibit U.S. financial institutions from making certain investments, such as investments in an entity owned or controlled by the CCP or China's military; and the prohibition of the importation of certain goods, including goods produced wholly or in part in China or by certain entities owned or financed by the CCP. Furthermore, a depository institution or an SEC-registered securities broker or dealer may not process funds transfers (1) to or from China, or (2) for the benefit of CCP members. The bill provides various waivers and exceptions to the required sanctions and prohibitions, such as an exception for certain U.S. intelligence activities.
Free Peng Shuai Act This bill directs the President to impose property- and visa-blocking sanctions on any foreign individual associated with the International Olympic Committee (IOC) who has materially assisted China's government in the disappearance of Peng Shuai, including the president of the IOC. (Peng is a Chinese tennis star who raised allegations of sexual coercion against a retired senior Chinese leader.) The sanctions shall not apply to acts related to U.S. intelligence activities. The President may waive application of the sanctions if (1) doing so would be in U.S. national security interests, or (2) Peng has been released and may travel freely and her well-being has been independently confirmed by the U.S. government.
Halt All Lethal Trafficking of Fentanyl Act or the HALT Fentanyl Act This bill places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. Additionally, the bill establishes a new, alternative registration process for schedule I research that is funded by the Department of Health and Human Services or the Department of Veterans Affairs or that is conducted under an investigative new drug exemption from the Food and Drug Administration. The bill also makes several other changes to registration requirements for conducting research with controlled substances, including permitting a single registration for related research sites in certain circumstances, waiving the requirement for a new inspection in certain situations, and allowing a registered researcher to perform certain manufacturing activities with small quantities of a substance without obtaining a manufacturing registration.
Illegal Immigrant Payoff Prohibition Act This bill prohibits the payment of a settlement to an alien for a civil action brought against the United States in connection with the alien's inadmissibility to, or unlawful presence in, the United States.
Count the Crimes to Cut Act of 2021 This bill establishes public databases of federal criminal offenses. Specifically, the bill requires the Department of Justice to report on and create a public database of all criminal statutory offenses. Additionally, the bill requires federal agencies to report on and create public databases of criminal regulatory offenses that they enforce.
This bill bars individuals affiliated with the Chinese military from entering the United States on visas for students (F visa) or work-and-study exchange (J visa). The President shall publish a list identifying research, engineering, and scientific institutions affiliated with or funded by China's People's Liberation Army. Aliens who are or were previously employed, sponsored, or funded by any institution on the list shall be subject to the bar. When a Chinese national applies for an F or J visa for an academic field related to an item on the Commerce Control List (a list of items subject to export controls), the consular officer handling the application shall request a special background check on the applicant.
COVID-19 Origins Accountability Act of 2021 This bill requires the President to impose sanctions and take other actions related to COVID-19 if certain conditions are not met. Specifically, if the President is unable to certify within 90 days of this bill's enactment that China's government has allowed a transparent international forensic investigation into the origins of COVID-19 and certain laboratories in the city of Wuhan, the President must (1) impose visa- and property-blocking sanctions against individuals employed by or affiliated with the Chinese Academy of Sciences (CAS), (2) prohibit federal funding for collaborative projects between U.S.-based researchers and CAS researchers in any academic field, and (3) prohibit U.S.-based researchers and institutions that receive federal funding from engaging in certain research on viruses with individuals or institutions based in China.
Standing Against Houthi Aggression Act This bill requires the Department of State to designate Ansarallah as a foreign terrorist organization and the President to impose property- and visa-blocking sanctions with respect to Ansarallah and any foreign person who is a member, agent, or affiliate of, or owned or controlled by Ansarallah.
Chinese Communist Party Influence Transparency Act This bill requires an agent of a Chinese business entity to register as an agent of a foreign principal in certain instances. The bill's provisions shall apply to an entity that (1) is organized under the laws of China and has its principal place of business there, unless the entity is a Chinese subsidy or affiliate of a non-Chinese entity; or (2) has been designated by the Department of Justice (DOJ) as being subject to the Chinese Communist Party's extrajudicial direction. Generally, under current law, an agent of a foreign principal engaging in lobbying in the United States must periodically file disclosures with DOJ, with specified exemptions. Under the bill, an existing exemption for a foreign agent that engages only in private and nonpolitical activities to further trade and commerce shall not apply to an agent operating on behalf of such a Chinese entity. Similarly, another existing exemption for an agent that has already registered as a lobbyist shall not apply to an agent working for such a Chinese entity.
