Health Center Community Transformation Hub Act

Health Center Community Transformation Hub Act This bill permits the Health Resources and Services Administration (HRSA) to award supplemental funds to certain health centers that care for medically underserved populations for addressing primary social determinants of health (i.e., nonmedical factors that influence health outcomes, such as transportation, food security, and economic security). To receive the supplemental funding, health centers must be recipients of other HRSA grants that support health center operations and activities. Health centers must use the supplemental funds to implement a community-based network of organizations capable of addressing the social determinants of health. Additionally, HRSA and the Centers for Medicare & Medicaid Services must issue guidance on sustaining these networks after the supplemental funding terminates.

Maddy summaryHRES 150 is a ceremonial House resolution honoring the late civil rights leader John Robert Lewis (1940-2020). It formally recognizes his lifelong commitment to nonviolent activism, including his leadership in the Civil Rights Movement, the 1965 Selma voting rights march ("Bloody Sunday"), and his 30+ years serving as a U.S. Representative from Georgia. The resolution specifically commends his "towering achievements in the nonviolent struggle for civil rights" and his dedication to building the "Beloved Community" through justice and equality. As a commemorative resolution, it has no policy impact but serves as an official tribute to Lewis's legacy for the public and Congress.

Federal Death Penalty Abolition Act of 2023

Maddy summaryHR 1124, the Federal Death Penalty Abolition Act of 2023, would eliminate the federal death penalty by repealing provisions in over 30 sections of U.S. Code that currently allow for capital punishment in various criminal offenses. The bill would affect anyone convicted of a federal crime that currently carries the death penalty, including murder during drug trafficking, terrorism, and other violent crimes. It would remove the death penalty as a sentencing option for these offenses and require resentencing for those already under a death sentence. The bill also makes related changes to military justice procedures that currently permit capital punishment.

Recognizing the victims of the Port Chicago explosion of July 17, 1944, the 79th anniversary of the greatest homeland loss of life of World War II, and exonerating the 50 African-American sailors unjustly court-martialed by the Navy.

Maddy summaryThis resolution exonerates 50 African-American sailors who were wrongfully convicted of mutiny by the Navy after the 1944 Port Chicago explosion, clearing their military records. It upgrades their discharges from general/summary to honorable and directs the Navy to update their files and notify surviving families. The bill specifically addresses the historical injustice of their 1944 convictions, which stemmed from racial segregation and unsafe working conditions at the segregated naval facility. It recognizes the 320 sailors (202 Black) who died in the disaster - the greatest U.S. homeland loss in WWII - and honors their service. The resolution does not alter current policy but formally corrects a 79-year-old military record.
