Food Secure Strikers Act of 2025

Maddy summaryHR 2357, the Food Secure Strikers Act of 2025, removes a restriction that previously barred workers on strike from receiving Supplemental Nutrition Assistance Program (SNAP) benefits. The bill amends the Food and Nutrition Act of 2008 to eliminate language making workers ineligible for SNAP "as a result of being on strike," ensuring striking workers are not automatically denied food assistance during labor disputes. This change directly affects workers participating in strikes who would otherwise lose access to SNAP benefits. The key mechanism updates the eligibility rules to prevent SNAP ineligibility solely due to strike participation.

Historic Tax Credit Growth and Opportunity Act of 2025

Maddy summaryThis bill increases the federal tax credit for rehabilitating historic buildings. It raises the standard credit rate from 20% to 30% for qualifying small projects (with a $3.75 million expenditure cap) and further increases the cap to $5 million for projects in rural areas. The bill also allows taxpayers to transfer all or part of this credit to another taxpayer, creating a new market for the credit. These changes apply to properties placed in service after the bill's enactment date. The bill directly affects developers and owners of historic properties seeking tax incentives for rehabilitation projects.

Expressing support for the staff of public, school, academic, and special libraries in the United States and the essential services those libraries provide to communities, recognizing the need for funding commensurate with the broad scope of social service and community supports provided by libraries, preserving the right of all citizens of the United States to freely access information and resources in their communities, supporting a strong union voice for library workers, and defending the civil rights of library staff.

Maddy summaryHRES 328 is a non-binding House resolution expressing support for library staff and the essential services libraries provide to communities across the United States. It recognizes libraries as critical infrastructure for community access to information, internet, social services, and safe spaces - especially for underserved groups - and calls for full federal, state, and local funding to sustain these services. The resolution reaffirms the public’s right to free access to information, supports library workers’ rights to unionize and collectively bargain, and defends staff from threats like book bans or intimidation for upholding library missions. It specifically endorses National Library Week and urges protection of civil rights for library workers. (Note: As a procedural resolution, it does not create new law but formally expresses congressional support.)

WISE Act

Working for Immigrant Safety and Empowerment Act or the WISE Act This bill expands eligibility for U nonimmigrant visas (victims of criminal activity) and prohibits immigration enforcement activities in specified areas. Generally, U visas are for victims of specified crimes (e.g., rape, trafficking, or domestic violence) who assist with the investigation or prosecution of the crime. The bill adds hate crimes, child abuse, and elder abuse as crimes that may qualify a victim for a U visa and removes criteria related to the victim's assistance with the investigation or prosecution of the crime.   Furthermore, the Department of Homeland Security (DHS) must provide work authorization to U visa applicants, whereas currently DHS may grant work authorization but is not required to do so. The bill also eliminates the annual numerical cap on U visas.  The bill establishes a rebuttable presumption that certain individuals, including U visa applicants and T visa (victims of human trafficking) applicants, shall not be detained while the application is pending. Additionally, the bill provides immigration-related protections, such as by extending the admission period and providing work authorization, to the spouse or child of a nonimmigrant visa holder who subjected that spouse or child to battery or extreme cruelty. Further, the bill prohibits, with some exceptions for exigent circumstances, U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection from conducting immigration enforcement actions within 1,000 feet of a school, health care facility, place of worship, or other location specified in the bill.

Pursuing Equity in Mental Health Act

Maddy summaryThe Pursuing Equity in Mental Health Act (HR 2904) aims to reduce mental health disparities affecting racial and ethnic minority groups by modifying federal grant programs, requiring research on disparities, and funding targeted initiatives. It directs the Health and Human Services Secretary to prioritize grants for community health organizations serving minority populations, mandates a National Institutes of Health study on mental health research gaps in these groups, and establishes training programs for health professionals to address cultural competency in mental health care. The bill also requires a public outreach strategy developed with community input to reduce stigma and improve access to culturally appropriate care, alongside $20 million annually (2026-2031) for this effort. Additional funding includes $150 million yearly for NIH mental health research and $750 million yearly for the National Institute on Minority Health.

COAST Anti-Drilling Act of 2025

Maddy summaryHR 2881, the COAST Anti-Drilling Act of 2025, prohibits the federal government from issuing new oil and gas leases in four specific coastal planning areas: the North Atlantic, Mid-Atlantic, South Atlantic, and Straits of Florida. This directly affects the Department of the Interior (specifically the Secretary) and oil and gas companies seeking to explore or develop resources in these regions. The bill amends the Outer Continental Shelf Lands Act to ban all new leasing authorizations in these areas, as defined by the 2024-2029 leasing program notice. It does not affect existing leases or operations but prevents future development in these designated coastal zones.

West Coast Ocean Protection Act of 2025

Maddy summaryHR 2849, the West Coast Ocean Protection Act of 2025, prohibits federal oil and gas exploration, development, and production on the outer Continental Shelf off the coasts of California, Oregon, and Washington. It directly affects oil and gas companies seeking leases in four specific planning areas: Washington/Oregon, Northern California, Central California, and Southern California. The bill amends existing law to block the Secretary from issuing any leases or authorizations for these activities in those designated zones. This creates a permanent ban on offshore drilling in these regions, replacing previous federal leasing plans.

Stop Arctic Ocean Drilling Act of 2025

Maddy summaryHR 2848, the Stop Arctic Ocean Drilling Act of 2025, prohibits the federal government from issuing new oil and gas leases in Arctic federal waters. It amends the Outer Continental Shelf Lands Act to ban the Secretary of the Interior from authorizing exploration, development, or production of oil, natural gas, or minerals in designated Arctic areas, overriding all other federal laws. The bill defines "Arctic" using the 1984 Arctic Research Act, focusing on federal waters off Alaska. This directly affects federal leasing decisions and prevents new drilling permits in the region.

Reconciliation in Place Names Act

Maddy summaryHR 2843 establishes an Advisory Committee to review and recommend renaming Federal land units (such as national parks, forests, and wildlife refuges) with names containing racial slurs, honoring individuals who held racist views or committed atrocities against minorities, or perpetuating stereotypes. The Committee will gather public input, propose new names, and submit recommendations to the Board on Geographic Names, which must act on these proposals within three years. This process aims to replace offensive names with equitable alternatives across all federal lands, following defined criteria for "offensive place names." The bill creates a structured, public review mechanism to address historically insensitive geographic names without altering existing federal land management authority.
