Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.

Runaway and Homeless Youth and Trafficking Prevention Act of 2022 This bill reauthorizes through FY2027 and expands programs for runaway, homeless, and disconnected youth, including resources and services to support youth victims of human trafficking and youth at risk of being trafficked.

Social Security Fairness Act of 2021

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Loan Forgiveness for Educators Act of 2022

Loan Forgiveness for Educators Act of 2022 This bill expands the Teacher Loan Forgiveness program. Among other provisions, the bill (1) renames the program the Educator Loan Forgiveness program, (2) expands program eligibility to early childhood educators and program directors serving in early childhood education programs and school leaders serving in public high-need schools, and (3) establishes a program in which the Department of Education cancels monthly student loan payments during qualifying service and provides complete loan forgiveness after five years of service.

Wildfire Recovery Act

Wildfire Recovery Act This bill makes changes with respect to the federal cost share for Fire Management Assistance Grants and provides that the federal share shall be not less than 75% of the eligible cost. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to conduct and complete a rulemaking to provide criteria for the circumstances under which FEMA may recommend that the President increase the federal cost share. Such criteria shall include a threshold metric that assesses the financial impact to a state or local government from responding to a fire for which fire management assistance is being provided.

Congress Leads by Example Act of 2022

Congress Leads by Example Act of 2022 This bill authorizes the Office of Congressional Workplace Rights (OCWR) to investigate alleged violations of occupational safety and health protections in legislative branch entities. The bill also provides certain employment-related protections to employees of such entities. The OCWR shall have subpoena authority to inspect and investigate occupational safety and health complaints in congressional offices and committees, the Congressional Budget Office, the Capitol Police, and other specified entities. The bill also imposes record-keeping requirements on such entities with respect to the enforcement of occupational safety and health protections. Additionally, these entities may not (1) retaliate against an employee for requesting OCWR action or for participating in an OCWR investigation, (2) fire an employee because the employee's wages have been garnished due to a debt, (3) retaliate against an employee for whistleblowing activities, (4) discriminate against an employee for being a debtor or bankrupt, or (5) retaliate against an employee for attending jury service. Other matters addressed in the bill include: authorizing the OCWR to seek, in appropriate cases when an unfair labor practice complaint is filed, court-ordered temporary relief from the practice, such as a temporary restraining order; excluding additional types of proceedings (e.g., proceedings involving discrimination claims) from confidentiality provisions that currently apply; and requiring employing offices in the legislative branch to enter mediation if requested by a claimant (currently, both parties must agree to enter mediation).

Cash Refunds for Flight Cancellations Act of 2022

Cash Refunds for Flight Cancellations Act of 2022 This bill requires air carriers and ticket agents to offer full cash refunds for airline tickets if (1) an airline cancels or significantly delays a flight, or (2) a passenger cancels their ticket for a flight up until 48 hours of the scheduled departure time. The bill permits air carriers and tickets agents to offer alternative forms of compensation, including credit, or vouchers, provided that such offer is valid indefinitely and the offer includes a clear and conspicuous notice of the passenger's right to a cash refund. Additionally, the bill requires air carriers and ticket agents to disclose to passengers, prior to the sale of airline tickets, that they can cancel their tickets and receive a full refund.

Assault Weapons Ban of 2022

Assault Weapons Ban of 2022 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.
