Military CARE Act

Maddy summaryThis bill establishes a digital system for TRICARE members to electronically file and track complaints about access to care at military medical facilities. It requires the Defense Department to create a system where beneficiaries can submit complaints online, view their status in real time, and have complaints automatically aggregated quarterly for review. The system mandates annual reports to Congress comparing complaint types (e.g., specialty vs. primary care, pediatric vs. non-pediatric, administrative hurdles) and detailing facility-level actions taken to address issues. The goal is to improve transparency and accountability in military healthcare access.

Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Professional Student Degree Act

Maddy summaryHR 6718, the Professional Student Degree Act, amends the Higher Education Act to clarify the definition of a "professional degree" for federal education purposes. It replaces the previous definition with a new section listing specific degrees that meet the criteria, including Pharmacy (Pharm.D.), Law (J.D.), Medicine (M.D.), Dentistry (D.D.S.), Veterinary Medicine (D.V.M.), and others like Nursing (D.N.P.) and Business Administration (M.B.A.). This definition requires degrees to signify both completion of academic requirements for professional practice (often requiring licensure) and skills beyond a bachelor's level. The bill directly affects students pursuing these designated degrees by formally recognizing them under federal education law, without creating new programs or changing funding.

Military Financial Literacy Accountability Act

Maddy summaryThis bill updates financial literacy training requirements for military members. It modifies the mandatory financial literacy survey to specifically gather data from enlisted personnel at E-7 or below and officers at O-4 or below, asking about their current financial knowledge, preferred learning methods (like online modules or peer programs), and specific needs (such as debt management or home buying). The Secretary of Defense must also improve tracking of training completion, address reasons for non-participation, and establish performance measures to evaluate program effectiveness. Finally, the Department must submit a detailed implementation timeline and strategy to Congress for these changes.

HIRRE Prosecutors Act of 2025

Maddy summaryThe HIRRE Prosecutors Act of 2025 establishes a federal grant program to help state, local, tribal, and territorial prosecutor offices hire, retain, and train prosecutors and support staff. It authorizes $10 million annually (2026-2030) for competitive grants, covering up to 75% of eligible costs, with preference given to rural, tribal, and areas rehiring laid-off prosecutors. Grantees must cover the remaining 25% of costs (or qualify for a waiver), and funds cannot replace existing state/local funding but must supplement it. All funded projects require data tracking and annual performance evaluations by the Attorney General.

Child Care Access and Affordability Act of 2025

Maddy summaryThis bill requires the Government Accountability Office (GAO) to conduct a study within 18 months of enactment. The study will examine barriers to child care access caused by state income limits, waitlist lengths for child care services, payment rates for providers (including centers and family child care), and how inflation affects affordability. It does not change existing laws but aims to gather data to inform future policy decisions. The findings will be reported to Congress, directly affecting how child care policy might evolve.

Safer Schools Act of 2025

Maddy summaryThe Safer Schools Act of 2025 establishes a 5-year federal pilot program providing grants to public schools for security risk assessments and physical security upgrades. Public schools that have experienced violent incidents involving multiple people are prioritized for both types of grants. Schools receiving assessment grants must first identify vulnerabilities, while improvement grants fund specific security measures like panic alarms linked to local police, with federal funds covering up to 50% of costs. The program allocates $600 million total ($100M-$300M annually), requiring schools to submit financial reports and post-implementation safety surveys, with annual congressional reports tracking outcomes.
