John R. Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself; or 3 or more violations occurred during the previous 25 years and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the extent of any history of official voting discrimination in the state or political subdivision.

Student Mental Health Helpline Act of 2021 This bill authorizes grants to support student mental health and safety helplines (i.e., a free, confidential service that is accessible via telephone and other communication platforms that assists students facing challenges with abuse, bullying, depression, self-harm, and related issues). The Substance Abuse and Mental Health Services Administration (SAMHSA) may award the grants to agencies or other subdivisions of a state, Indian tribe, or local government that are primarily responsible for health, public health, or education. Among other purposes, recipients must use funds to establish or maintain a helpline that provides information to school officials (to the extent permitted by federal privacy standards for health information) about student mental health and safety concerns. The bill also requires SAMHSA to report on the feasibility of setting up a nationally available student mental health and safety helpline.
Medicare Negotiation and Competitive Licensing Act of 2021 This bill establishes several requirements relating to the prices of prescription drugs. Specifically, the bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under Medicare. (Current law prohibits the CMS from doing so.) If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under health insurance programs, notwithstanding existing government-granted exclusivities. The negotiated prices also apply to other federal health care programs, private health insurance, and the uninsured; pharmacies that charge more than the negotiated price for uninsured individuals are subject to civil penalties. Manufacturers must also comply with specified reporting requirements relating to prices and licensing, subject to civil penalties. The bill also institutes an excise tax on drugs for which the price spikes beyond a certain limit, subject to specified exemptions, as well as on drugs for which the price exceeds the negotiated price.

Harlem Hellfighters Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 369th Infantry Regiment, commonly known as the Harlem Hellfighters, in recognition of their bravery and outstanding service during World War I.
This resolution honors the Buffalo Soldiers who were dishonorably discharged and had their honorable service restored following events that occurred in 1906 in Brownsville, Texas, and recognizes the dedication and courage of these individuals.
Digital Defense Leadership Act This bill addresses and implements various programs and policies related to artificial intelligence and emerging technologies for national defense, including by requiring the President to transmit to Congress a national strategy relating to the global information domain and requiring the development of new federal and military career positions related to artificial intelligence and software development.
Bringing Enhanced Treatments and Therapies to ESRD Recipients Kidney Care Act or the BETTER Kidney Care Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a demonstration program for Medicare beneficiaries with end-stage renal disease (ESRD). Under the program, renal dialysis facilities, kidney disease specialists, physician practices, and other health care practitioners may form an organization that partners with certain health care entities to provide integrated care to beneficiaries with ESRD. Such care must include all covered Medicare benefits as well as transition services for transplantations, palliative care, and hospice. Each organization must have a minimum number or percentage of participating beneficiaries (350 or 60% of beneficiaries served at the organization's facilities) and must also comply with certain fiscal, governance, and quality of care requirements. Additionally, the Government Accountability Office must study certain data that is reported to the CMS regarding pediatric dialysis care, as well as the effects of race-based corrections to a specified kidney function test on referrals of ESRD patients for transplant evaluations.
This concurrent resolution recognizes the disparity in wages paid to Black women and its impact on women, families, and the nation, and reaffirms Congress' support for ensuring equal pay and closing the gender wage gap.
Helping Our Most Elderly Secure Meals Act or the HOME Meals Act This bill establishes a competitive grant program for states to provide area agencies on aging and local nutrition service providers with funding to purchase or repair vehicles for delivering meals to older individuals. The vehicles must be capable of safely storing hot and cold foods. In awarding these grants, the Administration on Aging shall prioritize states based on the proportion of older adults in their populations, poverty rates, and unmet need for nutrition services.
