This resolution expresses support for the goals and ideals of PCOS Awareness Month. Polycystic ovary syndrome (PCOS) is caused by a hormone imbalance. Symptoms can include infertility, weight gain, excess hair growth, and acne.

This bill authorizes the National Medal of Honor Museum Foundation to establish a commemorative work on federal land in the District of Columbia in honor of the extraordinary acts of valor, selfless service, and sacrifice displayed by Medal of Honor recipients. The foundation shall be solely responsible for the acceptance of contributions for, and the payment of expenses of, the establishment of the commemorative work. Federal funds may not be used to pay any expenses for the establishment of the commemorative work. The establishment of the commemorative work shall be in accordance with the Commemorative Works Act.

Saving America's Future by Educating Kids Act of 2021 This bill directs the Department of Education (ED) to develop and support implementation of an evidence-based, K-12 curriculum on the dangers of substances of misuse, including opioids, vaping, and synthetic drugs. ED must review and update the curriculum every two years. ED must award grants to state educational agencies to implement the evidence-based curriculum. In awarding these grants, ED must give priority to those states that have experienced the highest drug overdose death rates.

This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.

Blackwell School National Historic Site Act This bill establishes the Blackwell School National Historic Site in Texas as a unit of the National Park System to preserve, protect, and interpret for the benefit of present and future generations the Blackwell School, its role as both an academic and cultural cornerstone in the community in Marfa, Texas, and its function within a segregated system of education in Texas and the United States from 1885-1965. The historic site shall not be established until the date on which the Department of the Interior has (1) entered into a written agreement with the Marfa Unified School District providing that the Blackwell School shall be donated to or placed by agreement into comanagement with the United States for inclusion in a national historic site to be managed consistently with the purposes of such a site, and (2) acquired sufficient land or interests in land within the boundaries of the historic site to constitute a manageable unit. Interior may only acquire by donation, purchase with donated funds, or exchange any land or interest in land located within the boundary of the historic site. The bill prohibits any private property or nonfederal public property from being included within the boundaries of the historic site or managed as part of such site without the written consent of the owner. Interior shall prepare a general management plan for the historic site.

Water Infrastructure for Rural and Impoverished Communities Act This bill makes rural communities with up to 30,000 residents eligible to apply, under certain conditions, for grants and loans for water and waste disposal infrastructure. (Current law limits eligibility to communities with 10,000 or fewer residents.) In making the grants and loans, the Department of Agriculture must prioritize communities in counties where at least 20% of the population has persistently lived in poverty.

Strength in Diversity Act of 2021 This bill establishes a program through which the Department of Education may award planning and implementation grants to specified educational agencies (e.g., local educational agencies) to improve diversity and reduce or eliminate racial or socioeconomic isolation in publicly funded early childhood education programs, public elementary schools, or public secondary schools.

Protect Minority Student Borrowers Act This bill prohibits discrimination on the basis of a credit applicant's institution of higher education (IHE). Specifically, the bill makes it unlawful for a private educational lender to discriminate against a credit applicant based on the IHE that the applicant plans to attend, currently attends, or previously attended. The Department of Justice may bring a civil action against a private educational lender for violations. The bill also requires the Government Accountability Office to study and report on the extent to which private educational lenders discriminate against applicants who attend minority-serving IHEs.

Volunteer Driver Tax Appreciation Act of 2021 This bill increases the standard mileage rate for the tax deduction for the charitable use of a passenger automobile. The bill increases the rate from the standard charitable rate of 14 cents per mile to the standard business mileage rate (56 cents per mile in 2021).
