Expressing support for the designation of September 22 as "National Military and Veterans Suicide Awareness Day".

Maddy summaryThis resolution supports designating September 22 as "National Military and Veterans Suicide Awareness Day" to raise public awareness about suicide prevention among active-duty service members and veterans. It does not create new policies or funding but aims to highlight mental health challenges like PTSD and depression that contribute to higher suicide rates in these communities. The resolution emphasizes reducing stigma and encouraging help-seeking during Suicide Prevention Awareness Month (September). It directly affects military personnel, veterans, and the public by promoting national attention to this issue through a designated awareness day.

Housing Survivors of Major Disasters Act

Maddy summaryThis bill helps disaster survivors without formal property deeds prove ownership for FEMA aid by expanding acceptable evidence to include mortgage statements, property tax receipts, wills, death certificates, or other documentation showing occupancy or ownership ties. It allows FEMA to consider "constructive ownership" when proof is lacking, prohibits requiring notarized statements, and updates eligibility language from "uninhabitable" to "damaged" by disasters. The law applies to disaster assistance funds appropriated after enactment, directly affecting households seeking housing aid after major disasters. It streamlines access to aid for those with incomplete documentation, such as survivors inheriting property without formal transfers.

BUDS Resolution

Maddy summaryHRES 668, the BUDS Resolution, amends House rules to allow bipartisan joint sponsorship of public bills and resolutions by one majority-party and one minority-party member. This change directly affects House members seeking to co-sponsor legislation with cross-party support, updating the existing rules for naming cosponsors and submitting constitutional authority statements. The key mechanism requires that for joint sponsorship, one sponsor must represent the majority party and the other the minority party, with both sponsors sharing responsibility for related procedural steps. This procedural adjustment streamlines the process for bipartisan co-sponsorship without altering legislative policy.

Sustaining Our Democracy Act

Maddy summaryThe Sustaining Our Democracy Act creates a federal program to provide states with annual funding to improve election administration and increase voting access. It allocates $2 billion each year from 2024-2033 through the State Election Assistance and Innovation Trust Fund to support activities like upgrading voting equipment, training election workers, and expanding voting access for underserved communities, people with disabilities, and voters on Indian lands. States must submit detailed plans for using funds, which cannot be used for activities that restrict voting access or target election officials. The Act establishes an Office of Democracy Advancement and Innovation to administer the program, monitor fund usage, and oversee compliance with its requirements.

Unhoused Voter Opportunity Through Elections Act

Maddy summaryThe Unhoused Voter Opportunity Through Elections Act (HR 5294) protects voting rights for people experiencing homelessness by prohibiting states from denying voting access based on living in a "nontraditional abode" like shelters, public spaces, or locations where someone is considered homeless under federal law. Key provisions require election officials to make ballot drop boxes accessible to unhoused individuals, accept written attestations of residence instead of traditional proof, allow homeless shelters to be used as voting addresses, and mandate outreach to shelters about registration deadlines and election dates. The bill also creates a grant program to fund mobile voting centers and direct outreach services specifically for unhoused individuals. These changes would directly affect homeless individuals and election officials across all states, implementing concrete policy changes to improve voting access for a population often excluded from the electoral process.

ReConnecting Rural America Act of 2023

Maddy summaryThe ReConnecting Rural America Act of 2023 provides federal funding through grants, loans, and combinations of both to build broadband infrastructure in rural areas. It requires projects to provide at least 100 Mbps downstream and 100 Mbps upstream service, with priority given to areas where at least 90% of households lack such service. The bill authorizes $650 million annually from 2024-2028 for this program, targeting rural communities that currently lack adequate broadband access, while requiring cost-sharing of up to 25% and technical assistance for applicants. Eligible entities include state/local governments, tribes, cooperatives, and corporations, but not individuals or general partnerships. The program will expire on September 30, 2028.

ACES Act

Maddy summaryThe ACES Act directs the Department of Veterans Affairs to fund a National Academies study examining cancer rates among active-duty military aircrew members (including pilots and navigators in fixed-wing aircraft). The study will identify potential military-related exposures linked to specific cancers - such as lung, prostate, melanoma, and others - and analyze existing VA, Defense, and CDC health data. It requires the National Academies to report findings to Congress on cancer prevalence and mortality among these service members. This bill focuses on gathering scientific data to inform future policy, not on immediate benefits or changes.

Telehealth Response for E-prescribing Addiction Therapy Services Act

Maddy summaryThe TREATS Act amends the Controlled Substances Act to allow healthcare providers to use telehealth for the initial evaluation when prescribing certain medications for opioid use disorder. Specifically, it replaces the requirement for an in-person medical evaluation with an option for a telehealth evaluation for medications in schedules III, IV, or V (excluding methadone) that are FDA-approved to treat opioid use disorder. The telehealth evaluation must be conducted via real-time audio or video communication meeting federal and state requirements, as defined by the bill. This change directly affects providers prescribing these medications and patients seeking treatment for opioid use disorder in these categories.
