Closing Loopholes and Ending Asylum Abuse Act of 2022 This bill imposes restrictions on noncitizens ( aliens under federal law) applying for asylum, authorizes asylum seekers to apply for asylum abroad, and requires applicants to apply abroad in certain instances. For example, the bill requires a refugee's persecution or well-founded fear of persecution to stem from a government (or affiliated entity), whereas currently the persecution does not have to stem from a government. The bill also requires an applicant who passes through another country with a U.S. diplomatic mission that processes asylum claims to apply for asylum while physically in that country.

Protecting Federal Funds from Human Trafficking and Smuggling Act of 2022 This bill prohibits a nonprofit entity from receiving federal funds (and denies a tax exemption) unless the entity certifies compliance with certain federal laws (e.g., laws with respect to human trafficking and smuggling). It also establishes reporting requirements, including that the Government Accountability Office must annually report to Congress on those nonprofit entities that do not certify their compliance with these laws.

Common Sense Standards for Visa Applicants Act This bill provides statutory authority for a Department of Homeland Security (DHS) final rule published August 14, 2019, that made it more likely that an alien will not qualify for lawful permanent resident status due to their potential future use of public benefits. (DHS rescinded the rule in 2021.)

Illegal Immigrant Payoff Prohibition Act This bill prohibits the payment of a settlement to an alien for a civil action brought against the United States in connection with the alien's inadmissibility to, or unlawful presence in, the United States.

Fentanyl Penalties Parity Act This bill modifies the drug quantity thresholds that trigger a mandatory minimum prison term for a defendant who manufactures, distributes, imports, exports, or possesses with intent to distribute fentanyl. Specifically, the bill reduces from 400 to 20 grams the fentanyl quantity and from 100 to 5 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for high-level first-time or repeat offenders. It also reduces from 40 to 2 grams the fentanyl quantity and from 10 to 0.5 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for low-level first-time or repeat offenders.

Make the Migrant Protection Protocols Mandatory Act of 2021 This bill requires the Department of Justice (DOJ) to remove certain aliens from the United States while such an alien's application for admission is pending. Specifically, if an alien arrived by land from a foreign country bordering the United States and the alien is not clearly and beyond a doubt entitled to admission into the United States, DOJ must return that alien to that bordering foreign country while the alien's application for admission is pending. (Currently, DOJ may choose to detain such an alien or return the alien to the bordering foreign country while the application for admission is pending.)

Hong Kong People's Freedom and Choice Act of 2021 This bill provides for temporary protected status (TPS) for qualifying Hong Kong residents and contains other immigration-related provisions. Hong Kong shall be treated as a TPS-designated territory for 18 months starting from this bill's enactment. (Qualifying nationals of a TPS-designated territory or country may not be removed from the United States and shall have employment authorization while the designation is in effect.) Furthermore, Hong Kong shall be treated as separate from China for the purposes of various numerical limitations on immigrant visas. (In the treaty that transferred sovereignty of Hong Kong to China, China pledged that Hong Kong "will enjoy a high degree of autonomy.") The bill also establishes Priority Hong Kong Resident status for qualified individuals. To obtain such status, an individual must meet certain requirements, such as having resided in Hong Kong for at least ten years as of the day of this bill's enactment and not having citizenship in any jurisdiction other than China, Hong Kong, or Macau. For seeking refugee status or asylum, a Priority Hong Kong Resident may establish a well-founded fear of persecution based on various factors, such as fear based on the individual's significant role in certain protests against China's encroachment into Hong Kong's autonomy. The Department of Homeland Security (DHS) or the Department of State may provide special immigrant status to an eligible Priority Hong Kong Resident with a bachelor's or graduate degree if DHS determines that doing so would provide a significant benefit to the United States.

Measuring What Matters Act This bill establishes a working group—the U.S. Commission on Reforming Police Metrics—to study best practices for measuring public trust in police institutions and including such findings in police performance measurement. The working group must report on its findings and conclusions, including recommendations. The bill requires the Department of Justice to establish a pilot program to award competitive grants for technical assistance and financial support to local police departments and sheriff departments that carry out the recommendations of the working group.

This bill establishes the National Commission on Domestic Terrorist Attacks on the United States by Antifa. The commission must investigate and report on the involvement of antifa in the riots some cities experienced in 2020 and make recommendations to prevent further attacks and violent riots by antifa.
