Veterans Earned Transportation Act or the Vets ETA This bill permanently reauthorizes the Department of Veterans Affairs (VA) program that provides transportation to and from VA facilities or other places in connection with vocational rehabilitation, for counseling, or for the purpose of examination, treatment, or care.

Global Learning Loss Assessment Act of 2021 This bill requires the U.S. Agency for International Development (USAID) to report on the impact of the COVID-19 pandemic on the agency's basic education programs. This report shall include (1) an assessment of the global learning loss that will result from protracted school closures; (2) evaluations of the effectiveness, cost, accessibility, and reach of the most commonly used forms of distance learning in low- and middle-income countries; and (3) a description of the resources needed for the USAID to support continued distance learning, safe school reopenings, remedial and accelerated learning, and reenrollment campaigns.
Fair Allocation of Highway Funds Act of 2021 This bill revises the methodology for apportioning federal highway funds among states. Specifically, the bill adjusts each state's apportionment to account for both certain tax payments attributable to highway users in the state and other federal taxes collected in the state relative to such taxes collected in all states. The bill also caps the apportionment that each state may receive.
Sgt. Ketchum Rural Veterans Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA), during FY2022, to establish and maintain three new centers of the Rural Access Network for Growth Enhancement (RANGE) Program in areas with interest from personnel and a need for additional mental health care for rural veterans. The RANGE Program serves veterans in rural areas who are experiencing mental illness. The bill requires the Government Accountability Office to conduct a study and report on whether the VA has sufficient resources to serve rural veterans who need mental health care that is more intensive than traditional outpatient therapy.
This resolution calls on the Russian government to immediately release Trevor Reed, a U.S. citizen, and all other political prisoners. It also condemns the Russian government's use of politically motivated imprisonment.
United States and Republic of Korea Alliance Support Act This bill prohibits the Department of Defense (DOD) from reducing below 22,000 the number of active-duty service members deployed to South Korea unless DOD makes specified reports and certifications, including that such a reduction is in the interest of national security.
Promotion and Expansion of Private Employee Ownership Act of 2021 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill provides additional tax incentives for ESOPs by (1) extending to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP; and (2) allowing a tax deduction for 50% of the interest received by a bank on loans to S corporation-sponsored ESOPs for the purchase of employer securities. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an ESOP business concern for purposes of the Small Business Act as a business concern that was eligible for a loan, preference, or other program under such Act before more than 49% of the business concern was acquired by an ESOP.
Consumer Safety Technology Act This bill requires various agencies to explore the use of emerging technologies in the context of consumer products and safety. First, the Consumer Product Safety Commission must consult with relevant stakeholders, such as data scientists and product manufacturers, and use artificial intelligence in a pilot program for a least one of the following processes: (1) tracking trends in injuries involving consumer products, (2) identifying consumer product hazards, (3) monitoring the sale of recalled consumer products, or (4) identifying consumer products that do not meet specified importation requirements related to product safety. Additionally, the Department of Commerce must consult with the Federal Trade Commission (FTC) and other relevant agencies to study potential applications of blockchain technology (i.e., the technology that supports digital currencies such as Bitcoin), including the use of such technology to address fraud and other unfair or deceptive practices. Finally, the FTC must report on its efforts to address unfair or deceptive trade practices related to digital tokens (i.e., transferable units of a digital currency).
Criminal Judicial Administration Act of 2021 This bill expands the authority of federal judges to reimburse defendants for expenses related to attending court proceedings. The bill also broadens the authority of magistrate court judges. Currently, when a defendant is released pending further court appearances, federal judges may order the U.S. Marshals Service to provide transportation and subsistence (food and lodging) expenses for a defendant to travel to court appearances, but not expenses during or to return home from such court appearances. This bill allows federal judges to order the Marshals Service to provide a defendant's transportation and subsistence expenses to return home from court proceedings, as well as subsistence expenses during such proceedings. Additionally, the bill authorizes magistrate court judges to rule on post-judgment motions pertaining to misdemeanor cases they tried and disposed of. Current law permits magistrate judges to try and dispose of misdemeanors in the district courts if the defendant consents.
