Syrian Partner Protection Act This bill authorizes the Department of Homeland Security (DHS) to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria against the Islamic State. (A special immigrant is qualified to become a permanent resident.) A qualifying alien is a Syrian national (or stateless person who habitually resided in Syria) who (1) partnered with or worked for the United States in Syria in a sensitive and trusted capacity (such as an interpreter) on or after January 1, 2014, for at least one year, and (2) provided documented service to U.S. efforts against the Islamic State. The spouse or child of such an alien shall also qualify for special immigrant status. DHS may admit up to 4,000 principal aliens under this bill each fiscal year for the five fiscal years after this bill's enactment. Unused visas at the end of a fiscal year shall carry forward and be available the next year. Aliens admitted under this bill shall not be subject to other numerical limitations. If a qualifying alien applying for special immigrant status under this bill is in imminent danger, the Department of State shall provide protection to that alien. An alien who has received special immigrant status under this bill shall be eligible for benefits generally available to admitted refugees, such as resettlement assistance.

Extending Temporary Emergency Scheduling of Fentanyl Analogues Act This bill extends until October 22, 2021, the temporary scheduling order issued by the Drug Enforcement Administration to place fentanyl-related substances in schedule I of the Controlled Substances Act. The temporary order expires on May 6, 2021.
Drug Cartel Terrorist Designation Act This bill directs the Department of State to designate the Reynosa/Los Metros faction of the Gulf Cartel and the Cartel Del Noreste faction of Los Zetas as foreign terrorist organizations and to submit a detailed report on those drug cartels and any other cartels it may identify. Based on this report, the State Department must designate as a foreign terrorist organization any such identified cartel (or faction thereof) that meets certain criteria for designation as a foreign terrorist organization.
Khalid Jabara and Heather Heyer National Opposition to Hate, Assault, and Threats to Equality Act of 2021 or the Jabara-Heyer NO HATE Act of 2021 This bill creates grants for state and local governments to combat hate crimes. It also authorizes additional penalties for hate crime offenses. Specifically, it establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.
Help Extract Animals from Red Tape Act of 2021 or the HEART Act of 2021 This bill modifies notice requirements in a civil forfeiture proceeding that involves the seizure of an animal involved in animal fighting. Specifically, the government must notify interested parties of an animal's seizure within 30 days (currently, 60 days). The notice period may be extended only if a delay is warranted after considering certain factors, including the cost to the government of providing shelter for the animal, the health of the animal and the effect of a delay on its rehabilitation, any increased risk that a delay could necessitate the euthanasia of the animal, and any psychological harm incurred by the animal's owner due to the delay in disposition. Additionally, the bill authorizes amounts in the Department of Justice Assets Forfeiture Fund to be used to pay for costs associated with a seized animal, including transportation, shelter, care, veterinary services, and humane euthanasia.
COVID-19 Border Protection (CBP) Act This bill requires the Department of Homeland Security (DHS) to devise and implement a strategy to ensure that no alien with COVID-19 (i.e., coronavirus disease 2019) in DHS or Department of Health and Human Services custody may be released into the community during a public health emergency related to COVID-19. Funds previously provided to the Department of State for supporting international efforts to help migrants and refugees respond to COVID-19 shall be transferred to DHS to implement this strategy.
Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on October 1, 2021.
Afghan Threat Finance Cell Establishment Act of 2021 This bill directs the President to establish the Afghan Threat Finance Cell, an interagency organization with the purpose to identify, disrupt, and eliminate illicit financial networks in Afghanistan, particularly networks involved in narcotics trafficking, illicit financial transactions, official corruption, and terrorist networks.
Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.
Cambodia Democracy Act of 2021 This bill directs the President to impose sanctions on individuals responsible for acts to undermine democracy in Cambodia, including acts that constituted serious human rights violations. The sanctions shall be directed at senior Cambodian government, military, or security forces officials responsible for such actions, as well as entities controlled or owned by such individuals. The sanctions shall include blocking assets and restricting the entry of sanctioned individuals into the United States, and shall not apply to the importation of goods. The President may waive the sanctions with respect to a person or entity if it is in the national interest of the United States. The President may suspend the sanctions if Cambodia makes meaningful progress toward ending government efforts to undermine democracy or committing human rights violations.
