Terry Technical Correction Act

Terry Technical Correction Act This bill broadens the scope of crack cocaine offenders who are eligible for a retroactive sentencing reduction under the First Step Act of 2018. The First Step Act made the Fair Sentencing Act of 2010 retroactive and authorized sentencing reductions for certain crack cocaine offenders convicted and sentenced before the Fair Sentencing Act became effective. Under current law, crack cocaine offenders whose conduct triggered a mandatory minimum sentence are eligible for a retroactive sentencing reduction under the First Step Act. However, in 2021, the Supreme Court held in Terry v. United States that low-level crack cocaine offenders whose conduct did not trigger a mandatory minimum sentence are not eligible for a retroactive sentencing reduction under the First Step Act. This bill extends eligibility for a retroactive sentencing reduction under the First Step Act to all crack cocaine offenders convicted and sentenced before the Fair Sentencing Act became effective, including low-level offenders whose conduct did not trigger a mandatory minimum sentence.

Food Deserts Act

Food Deserts Act This bill establishes a Department of Agriculture program to provide grants to states for revolving funds to support the establishment and operation of grocery stores in underserved communities. An underserved community is a community that has (1) limited access to affordable, healthy foods, including fresh fruits and vegetables, in grocery retail stores or farmer-to-consumer direct markets; and (2) a high rate of hunger or food insecurity or a high poverty rate. States must use the funds to make loans to support grocery stores in underserved communities, including for opening a store (excluding new construction), or supporting or purchasing an existing store. States may only make loans for grocery stores that meet requirements related to emphasizing unprocessed, healthful foods; providing staple foods and a variety of raw fruits and vegetables; having a plan to keep the foods in stock; charging affordable prices at or below market averages; meeting specified matching requirements using nonfederal funds; and being qualified to operate a store or having partnerships with organizations that provide technical assistance. States must prioritize loan applications from entities that meet criteria related to hiring workers from the underserved community, providing classes or educational information about a healthful diet, sourcing food from local urban farms and gardens, or demonstrating existing supply chain relationships or expertise in the grocery industry.

New Pathways Act

New Pathways Act This bill revises existing requirements for the Bureau of Prisons (BOP) to help prisoners obtain identification documents prior to their release. With respect to U.S. citizens, the BOP must obtain and provide a Social Security card, a proof of U.S. citizenship document, and a photo identification card. With respect to noncitizens, the BOP must help obtain proof of lawful status and, if applicable, an employment authorization document.

To amend the Internal Revenue Code of 1986 to require fairness and diversity in opportunity zone investment and to require minimum investment in controlled-environment agriculture.

This bill modifies requirements relating to opportunity zone investment (i.e., investment in economically distressed areas) to require its funds to meet specified investment advisory board, diversity, and affordable housing requirements. It also requires that at least 5% of a fund's qualified opportunity zone property is controlled-environment agriculture property.

Strengthening Agency Management and Oversight of Software Assets Act

Strengthening Agency Management and Oversight of Software Assets Act This bill requires each federal agency to develop assessments of their software inventories and software licenses and a plan to reduce costs by consolidating licenses and adopting enterprise license agreements to the greatest extent practicable. The bill also requires the Office of Management and Budget and the Government Accountability Office to report on various government-wide issues relating to federal software licenses and inventories.

EQUAL Defense Act of 2022

Ensuring Quality Access to Legal Defense Act of 2022 or the EQUAL Defense Act of 2022 This bill establishes and modifies certain programs that support the delivery of public defense services (i.e., legal services for criminal defendants who cannot afford counsel). Specifically, the bill directs the Department of Justice (DOJ) to award grants to state and local governments, tribal organizations, and public defender offices for public defense. A grant recipient must use the grant to establish a data collection process, develop workload limits, and satisfy specified compensation requirements (e.g., pay parity between public defenders and prosecutors). The bill also directs DOJ to award grants to nonprofits and government organizations to train public defenders, court-appointed attorneys, and contract attorneys. Additionally, a state that receives Edward Byrne Memorial Justice Assistance Grant program funds must annually submit to DOJ information related to the legal representation of defendants in criminal cases. Finally, it reauthorizes through FY2026 the student loan repayment program for prosecutors and public defenders and otherwise revises the program, including by increasing the maximum benefit amount.

Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.
