RUSSIA Act

Reparations for Ukraine through Sovereign nation Support and Integration Act or the RUSSIA Act This bill directs the President to seek to enter into an agreement with other countries that have frozen the assets of Russia's central bank to (1) transfer the frozen assets into a single account at an international financial institution, and (2) distribute such assets to provide for the reconstruction of Ukraine after the cessation of hostilities in Ukraine.

Transatlantic Telecommunications Security Act

Transatlantic Telecommunications Security Act This bill directs the Department of State and other federal agencies to help certain countries improve the security of their telecommunications networks and addresses related issues. Assistance provided under this bill shall be available to projects in a country that falls below certain gross domestic product per capita thresholds and is (1) a NATO member state that shares a border with Russia, or (2) a European country that has not participated in or aided Russia's invasion of Ukraine. A project located in such a country shall be eligible for assistance if the project (1) improves telecommunications networks; (2) is inclusive, transparent, economically viable, sustainable, supplied only with secure equipment and services, and compliant with international standards and laws; and (3) does not use equipment or services from China or Russia or replaces such equipment or services. To support eligible projects, the State Department shall provide diplomatic and political support and shall also encourage international financial institutions to provide investment support. The U.S. Trade and Development Agency, the U.S. International Development Finance Corporation, and other specified federal agencies shall also provide project support, such as feasibility studies and finance-related support, as necessary. The State Department must also appoint, from among its existing personnel, an International Telecommunication Union Security Campaign Director. The director must, among other duties, lead efforts to promote candidates for elections at the International Telecommunication Union who will support and defend democratic values, internet freedom, and telecommunication security.

To oppose violations of religious freedom in Ukraine by Russia and armed groups commanded or otherwise supported by or acting on behalf of Russia.

Ukraine Religious Freedom Support Act This bill directs the President, when determining whether Russia is a country of particular concern for religious freedom under certain federal laws, to consider incidents occurring in the parts of Ukraine that Russia (or any Russia-affiliated non-state group) occupies, controls, or recognizes as independent. (The United States may take certain actions, such as withdrawing development assistance, against a country of particular concern for religious freedom.)

Roadless Area Conservation Act of 2021

Roadless Area Conservation Act of 2021 This bill bars the Department of Agriculture from allowing the construction of roads, the reconstruction of roads, or logging in an inventoried roadless area where those activities are prohibited by the Roadless Rule (i.e., certain federal regulations relating to roadless area management).

To amend the Tennessee Valley Authority Act of 1933 to require that the compensation plan for Tennessee Valley Authority employees be based on an annual survey of prevailing compensation for similar private industry positions in the United States and Canada, and for other purposes.

This bill specifies that a survey used to develop a compensation plan for employees of the Tennessee Valley Authority (which provides low-cost electricity in seven southeastern states) must collect information from private industry in the United States and Canada. Under current law, the survey must collect information about prevailing compensation for relevant roles in private industry; publicly owned electric utilities; and federal, state, and local governments.

School Shooting Safety and Preparedness Act

School Shooting Safety and Preparedness Act This bill requires the Department of Education (ED) to publish an annual report on indicators of school crime and safety. The report must collect specified information, including the number of school shootings that have taken place nationwide and the number of those that were mass shootings; the number of people killed or injured in each school shooting; the age, gender, race, ethnicity, and nationality of each victim; the motivation of the shooter; how the shooting was stopped; the number and type of firearms and ammunition used in each shooting; and the response time of law enforcement. ED must direct the National Center for Education Statistics to collect and publish specified data on school shootings. The center must collect information on the existence or absence of specified measures at the time of the shooting, including physical and other types of security measures, a communication plan with local law enforcement, a response plan that includes coordination with local agencies, an active shooter response plan, and a trauma response plan.

Expressing support for honoring Earth Day, and for other purposes.

This resolution urges (1) the President to issue a proclamation recognizing Earth Day; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions and ameliorate environmental injustices in order to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, uplift indigenous environmental knowledge and stewardship practices, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.
