HEARTS Act of 2022

Humane and Existing Alternatives in Research and Testing Sciences Act of 2022 [ sic ] or the HEARTS Act of 2022 [ sic ] This bill establishes a center within the National Institutes of Health (NIH) and requires other activities to promote alternatives to using animals in research and testing. The duties of the center include developing nonanimal research models (e.g., advanced cell cultures and advanced imaging systems) and training scientists about the methods. Additionally, if a federal department or agency or federally funded research entity uses animals for research and testing, it must develop and update plans for reducing such uses and periodically report on the number and types of animals that they use to the center. The center must establish a standard process for entities to submit and update their plans and reports and for making the plans and reports publicly available. The NIH must also provide incentives for the use of nonanimal research and generally ensure that nonanimal alternatives are considered when reviewing and approving research applications and proposals. Further, NIH applications for research grants must include an assurance that nonanimal methods for carrying out the research are unavailable.

Expressing strong support for the people of Moldova and for the Moldovan Government in their demonstrated commitment to advancing democracy, strengthening civil society, and European integration in the face of Russia's illegal and full-scale invasion of Ukraine.

This resolution reaffirms the U.S. commitment to Moldova in the face of Russia's malign influence and military aggression. The resolution also (1) lauds the strengthening of civil society, democracy, and democratic institutions in Moldova; (2) welcomes the strong mandate given to pro-reform forces in recent elections; and (3) urges the European Union to continue to promote Moldova's accession processes.

Transparent and Accessible Sanctions Coordinating Office Act

Transparent and Accessible Sanctions Coordinating Office Act or the TASCO Act This bill requires the President to ensure that all materials related to the imposition of sanctions are available in a consolidated, machine-readable database. The bill also establishes the Transparent and Accessible Sanctions Coordinating Office (TASCO) within the executive branch. TASCO must set up a publicly available database of individuals and entities subject to U.S. sanctions. The database must include sanctions data from various federal agencies, including the Department of the Treasury, Department of Commerce, and Department of State.

Andrew Jackson Statue Removal Act This bill directs the Department of the Interior to remove the Andrew Jackson statue and marble base from Lafayette Square in the District of Columbia. Interior shall donate the Andrew Jackson statue and marble base to a museum or other similar entity. The recipient of the statue and base may not store, display, or exhibit the statue outside, but if the statue is stored, displayed, or exhibited outside, ownership of the statue and marble base will revert back to the federal government.

Boundary Waters Wilderness Protection and Pollution Prevention Act

Boundary Waters Wilderness Protection and Pollution Prevention Act This bill withdraws approximately 234,328 acres of federal land and waters in a specified area in the Rainy River Watershed of Superior National Forest in Minnesota from entry, appropriation, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral leasing, mineral materials, and geothermal leasing laws. The area is adjacent to the Boundary Waters Canoe Area Wilderness and the Boundary Waters Canoe Area Wilderness Mining Protection Area. Land or interest in land within such area that is acquired by the United States shall be immediately withdrawn in accordance with this bill. The Forest Service is authorized to permit the removal of sand, granite, iron ore, and taconite from national forest system lands within such area if the removal is not detrimental to the water quality, air quality, and health of forest habitat within the Rainy River Watershed.
