No Corrupt Racist Training Act or the No CRT Act This bill directs the Department of Education to make grants to parents of eligible students for certain education-related expenses. Eligible student refers to a student who (1) is served by a local educational agency that, for the 2021-2022 school year, teaches or advances certain curricula or other activities related to race; and (2) is from a household with a household income that is less than 250% of the reduced-price lunch rate income. Grant funds may be used for tuition and fees for private elementary or secondary schools, private tutoring, home school expenses, or educational materials.

This bill adds the Tennessee counties of Hickman, Humphreys, and Perry to the definition of Appalachian region for purposes of Appalachian regional development efforts.

Working Dog Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the service that working dogs provide to society. The designs of the coins minted under this bill shall be emblematic of the contributions of working dogs to society, including in detection, military service, therapy and assistance. Treasury may issue coins only during the one-year period beginning on January 1, 2023. All sales of coins shall include a surcharge, which shall be paid to America's VetDogs for general expenses associated with the fulfillment of its mission.

Countering Communist China Act This bill addresses issues related to China, tax incentives, and other topics. The bill imposes visa- and property-blocking sanctions on certain entities and individuals that (1) are involved in acts of malign disinformation on behalf of a foreign government or political party, or (2) have engaged in a pattern of significant infringement of intellectual property belonging to a U.S. entity or individual. It also authorizes sanctions on developers and owners of software that makes unauthorized transmissions of user data to servers that are located in China and are accessible by China's government. The bill also provides tax incentives for relocating pharmaceutical, medical supply, or medical device manufacturing to the United States, including by allowing accelerated depreciation of nonresidential real property acquired in connection with such relocation; eliminates the five-year amortization requirement for research and experimental expenditures scheduled to begin in 2022, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred; prohibits an institution of higher education from receiving certain federal funds if the institution has a contractual partnership with an entity controlled by China's government or organized under China's laws; modifies presumptions and evidentiary standards in administrative patent validity challenges; bars China from asserting sovereign immunity in certain instances; requires U.S. representatives to the International Monetary Fund (IMF) to take certain actions, such as opposing any increase to the weight given to China's currency when determining the value of IMF Special Drawing Rights; and permanently rescinds unobligated funds previously made available for certain economic relief programs related to COVID-19.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill implements a program and a policy related to service dog therapy for veterans. Specifically, the bill requires the Department of Veterans Affairs (VA) to implement a five-year pilot program to provide canine training to eligible veterans diagnosed with post-traumatic stress disorder as an element of a complementary and integrative health program. Eligible veterans are those who are enrolled in the VA health care system and have been recommended for participation by a qualified mental health care provider or clinical team. The VA must seek to enter agreements containing specified elements with accredited nongovernmental entities that have demonstrated ability to provide canine training. Veterans who participate in the program are authorized to adopt the dog they assisted in training if their health provider determines it is in the best interest of the veteran. The VA must establish processes to document and track the progress of participating veterans with respect to health benefits and improvements. The Government Accountability Office must brief Congress and submit a report on the program. The bill also authorizes the VA to provide service dogs to veterans with mental illnesses, regardless of whether they have a mobility impairment.

This resolution condemns the President's failure to heed military and intelligence advisors about the speed and nature of the Taliban offense in Afghanistan and urges the President to commit to maintaining the evacuation operation as long as necessary to evacuate any U.S. citizen, lawful permanent resident, or Afghan partner who requests evacuation assistance .

Empowering Local Curriculum Act This bill specifies that nothing in federal education law shall be construed to require the use, teaching, promotion, or recommendation of any academic discipline, program, or activity that holds certain principles related to race or sex.

This resolution expresses that the House of Representatives opposes adverse punishment or discharge that is not honorable for service members whose discharge results from choosing not to receive the COVID-19 vaccine.

Chester County Reversionary Interest Release Act This bill directs the Department of Agriculture (USDA) to release the reversionary interest of the United States in a 0.62-acre parcel of land in Chickasaw State Forest in Tennessee (the state forest land), if, as consideration for the release, Tennessee agrees to transfer to the United States a vested future interest in the 0.90-acre parcel known as the Webb property that is similar to the reversionary interest in order to facilitate a land exchange between Bethel Baptist Church in Henderson, Tennessee, and the state. As soon as the state has complied with specified requirements concerning the deed for the state forest land, USDA shall convey to the state the undivided mineral interest of the United States in such land. Additionally, USDA must determine the mineral character of the state forest land and the fair market value of the U.S. mineral interests no more than 90 days after enactment of this bill. Tennessee must pay the United States the fair market value of the mineral interests.

This resolution expresses respect for and solidarity with the families and friends of those killed, tortured, and imprisoned for participating in prodemocracy demonstrations during the spring of 1989 in Tiananmen Square. It also reaffirms support for those who continue to work for political reform, rule of law, and human rights in China.
