Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Cellphone Jamming Reform Act of 2022 This bill allows a state or federal correctional facility to operate a jamming system to interfere with cellphone signals within inmate housing facilities.

Preventing Abuse and Neglect of Vulnerable Americans Act of 2022 This bill requires the Centers for Medicare & Medicaid Services (CMS) to publish specified information on its website relating to deficiencies of Medicaid intermediate care facilities for individuals with intellectual disabilities, including information regarding inspections, complaints, and administrative actions. The CMS must also (1) develop and publish a standardized complaint form for such facilities; and (2) convene an advisory council to recommend ways to prevent abuse, neglect, and exploitation in such facilities. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

Formula Act This bill provides through December 31, 2022, duty-free treatment to infant formula. During this time period, articles of infant formula shall not be subject to (1) any additional safeguard duties that may be imposed under subchapter IV of chapter 99 of the Harmonized Tariff Schedule; or (2) any other import quotas, tariff-rate quotas, additional duties, or any other duties, fees, exactions, or charges that otherwise would apply to such articles. Importers shall provide the applicable and anticipated tariff classifications for articles of infant formula on applicable customs entry documents.

Southern Campaign of the Revolution National Heritage Corridor Act of 2021 This bill establishes the Southern Campaign of the Revolution National Heritage Corridor in North Carolina and South Carolina. The University of South Carolina, as the local coordinating entity for the corridor, shall submit a management plan for the corridor.

Active Shooter Alert Act of 2022 This bill requires a designated officer of the Department of Justice to act as the national coordinator of an Active Shooter Alert Communications Network regarding an emergency involving an active shooter. The bill sets forth duties of the coordinator, including to work with state, tribal, and local governments to encourage coordination of various elements of the network. The coordinator must also encourage federal, state, local, and tribal government agencies to establish procedures for responding to active shooters. Finally, the bill requires the Government Accountability Office to study and report on state and local responses to active shooters and situations requiring the issuance of a public alert or warning.

Permanent Extension of Rate Cuts and Extension of National Tax Simplification Act of 2022 or the PERCENTS Act of 2022 This bill makes permanent provisions in Public Law 115-97 (also known as the Tax Cuts and Jobs Act) relating to individual taxpayers, including the modification of individual income and capital gains tax rates and the increased exemption for the alternative minimum tax. It also increases the standard tax deduction and repeals the limitation on itemized tax deductions.

Expanding Trade Sanctions on Russia Act This bill prohibits the importation of certain products from Russia. This prohibition applies to, among other products, uranium, plywood, silver, and platinum. The President may waive this prohibition for one or more of these products, subject to congressional disapproval, if the President certifies that such waiver is in the national interest. Additionally, the President may terminate this prohibition, subject to congressional disapproval, if the President certifies that Russia (1) has reached an agreement to withdraw Russian forces and cease military hostilities in Ukraine, (2) poses no immediate military threat of aggression to any North Atlantic Treaty Organization member, and (3) recognizes the right of the Ukrainian people to independently and freely choose their own government.

Fallen Heroes Flag Reauthorization Act of 2022 This bill reauthorizes through FY2027 a program through which a Member of Congress may provide, at no cost, a Capitol-flown flag to commemorate a firefighter, law enforcement officer, or other public safety officer who died in the line of duty if an immediate family member of the deceased requests such a flag.
