Unclaimed Savings Bond Act of 2021 This bill establishes requirements and procedures for the Department of the Treasury to transfer ownership of certain matured, unredeemed savings bonds and related records to states.

Stop Mandating Additional Requirements for Travel Act or the SMART Act This bill nullifies on July 4, 2021, the rule issued by the Centers for Disease Control and Prevention on January 29, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.
Countering Hizbollah in Lebanon's Military Act of 2021 This bill limits the use of security assistance funds for Lebanon until certain conditions are met. Specifically, 20% of funds appropriated or made available for such security assistance may not be obligated or expended until the President certifies to Congress that (1) the Lebanese Armed Forces have taken measurable steps to limit or expel Hezbollah-influenced military personnel that have significant influence over the Lebanese Armed Forces' policies or activities, (2) activities of the Lebanese Armed Forces to disarm Hezbollah demonstrate a serious commitment to fulfill United Nations Security Council Resolution 1701 calling for such disarmament, and (3) the Lebanese Armed Forces have not cooperated or partnered with Hezbollah during the last year. The President may waive the first two requirements if it is in U.S. national security interest to do so.
Campus Free Speech Restoration Act This bill addresses expressive activities (e.g., peacefully assembling, distributing literature, or carrying signs) on college campuses. First, the bill generally prohibits a public institution of higher education (IHE) that participates in federal student-aid programs from restricting noncommercial expressive activities on campus. Further, the bill prohibits a public IHE from receiving federal funds if the Department of Education determines that the public IHE (1) maintains a policy that infringes upon the expressive rights of students; or (2) maintains or enforces time, place, or manner restrictions on expressive activities, except in limited circumstances. In addition, the bill prohibits retaliation against an individual because the individual reported or complained about restrictions on expressive activities or participated in an investigation or hearing. The bill also requires a private IHE that receives federal funds to provide students with its policies related to expressive rights. The bill also establishes a framework for investigating complaints and for IHEs to regain eligibility for federal funds.
Ending Critical Race Theory in D.C. Public Schools Act This bill prohibits any employee of the District of Columbia Public Schools or the District of Columbia Public Charter Schools from compelling a teacher or student to adopt, affirm, adhere to, or profess ideas that promote race or sex stereotyping or scapegoating.
This bill provides for the award of Congressional Gold Medals to the U.S. Capitol Police and the Metropolitan Police Department of the District of Columbia in recognition of the law enforcement agencies that protect the U.S. Capitol.
Flexible Financing for Rural America Act This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.
Pro-Growth Budgeting Act This bill requires the Congressional Budget Office and the Joint Committee on Taxation to incorporate a macroeconomic impact analysis in their cost estimates for major legislation. The macroeconomic impact analysis (commonly referred to as dynamic scoring) must include the budgetary effects of changes in economic output, employment, capital stock, tax revenues, the sources of financing new outlays, the total debt of the federal government, international trade, international capital flows, and other macroeconomic variables resulting from the legislation.
This joint resolution recognizes and affirms the sovereign and unilateral authority of states to defend themselves against invasion.
Fair-Value Accounting and Budget Act This bill requires the Congressional Budget Office to provide certain fair-value estimates of federal loan and loan guarantee programs. Under the bill, the fair value is the price that would be received to sell an asset or paid to transfer a liability in an orderly transaction between market participants at the measurement date. Fair-value estimates generally use private-market interest rates to estimate the cost of a loan program rather than rates based on Treasury securities.
