Protecting Religious Students from Vaccine Mandates Act of 2021 This bill requires public institutions of higher education (IHEs) to provide for a religious exemption from COVID-19 vaccination requirements. Through December 31, 2024, a public IHE that has a COVID-19 vaccination requirement must (1) provide a reasonable opportunity for individuals to receive a religious exemption from the vaccination requirement, and (2) notify individuals who are subject to the vaccination requirement about the procedures to apply for the religious exemption. An IHE must submit an annual report to the Department of Education certifying that the IHE meets these requirements. An IHE that denies a religious exemption to 20 or more individuals during a calendar year must provide additional information. The bill generally prohibits an IHE from receiving federal funds if it does not comply with the religious exemption requirements outlined by this bill.

This resolution requires the Joint Committee on the Library to approve or deny the statue of Rev. Billy Graham for placement in the National Statuary Hall within 30 days after North Carolina submits (1) photographs of the statue, (2) dimensions of the statue and pedestal, (3) the final weight of the statue and pedestal, and (4) any inscriptions on the statue.
This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.
This resolution expresses the sense of the House of Representatives that (1) U.S. policy should be to strengthen the Second Amendment rights of Americans, and (2) Congress should never stop fighting to protect the Second Amendment.

Lawless Cities Accountability Act of 2021 This bill prohibits federal funding for a jurisdiction that is a lawless jurisdiction. The term lawless jurisdiction means a state or political subdivision of a state that does one of the following: forbids law enforcement from intervening to restore order during widespread violence or destruction, withdraws law enforcement protection from an area or structure that law enforcement officers are lawfully entitled to access, disempowers or defunds law enforcement agencies, or refuses to accept law enforcement assistance from the federal government amid widespread violence or destruction.
Eric's Law This bill modifies procedures with respect to capital sentencing hearings. If a jury at a capital sentencing hearing does not reach a unanimous recommendation on the defendant's sentence and there is a motion by the attorney for the government, the court must order a new special sentencing hearing and impanel a new jury. If the new jury at the special sentencing hearing does not reach a unanimous recommendation on the defendant's sentence, then the court is prohibited from imposing a death sentence.
Protect and Serve Act of 2021 This bill establishes a new criminal offense for knowingly assaulting a law enforcement officer and causing serious bodily injury (or attempting to do so) in circumstances that affect interstate commerce. It imposes criminal penalties—a prison term, a fine, or both—on a violator.
Chinese Communist Party (CCP) Politburo Accountability Act This bill authorizes the President to impose visa- and property-blocking sanctions on certain senior officials of the Chinese Communist Party (CCP) and addresses related issues. The President may impose sanctions on senior CCP officials who have engaged in or provided support for (1) any malign disinformation campaign or political warfare operation against the United States; (2) the theft of intellectual property belonging to a U.S. individual or entity; (3) actions undermining Taiwan's sovereignty; or (4) restrictions against the practice of religion in China, including the forced closure of any place of worship. The President must impose sanctions on four named senior CCP officials. The Department of State must report to Congress on whether any CCP Politburo members meet the criteria for sanctions under various authorities. (The Politburo and the Politburo Standing Committee are China's highest decision-making bodies.)
Daylight All Year Leads to Ideal Gains in Happiness and Temperament Act or the DAYLIGHT Act This bill allows states to observe daylight savings time year-round. (States may already choose to observe standard time year-round.) No later than two years after enactment of this bill, the Government Accountability Office shall submit a report to Congress containing the results of a study on implementing daylight savings time year-round.
