Maddy summaryHR 2800, the Master Sergeant Roddie Edmonds Congressional Gold Medal Act, authorizes a posthumous Congressional Gold Medal to honor Master Sergeant Roddie Edmonds for his actions during World War II. The bill directs the Treasury Secretary to strike a gold medal commemorating Edmonds' bravery, specifically his defiance of Nazi orders to separate Jewish-American prisoners at Stalag IX-A, which saved approximately 200 lives. The medal will be presented to Edmonds' son, Pastor Christopher Waring Edmonds, or his next of kin, with bronze duplicates available for sale to cover costs. This is a commemorative measure recognizing Edmonds' service, not a policy change affecting current legislation or programs.

Maddy summaryThis bill ensures active-duty military members continue receiving full pay during government shutdowns when funding lapses. It authorizes using Treasury funds to cover military pay and allowances at pre-shutdown rates without interruption, applying to all branches including the Coast Guard. The law specifies that pay rates cannot exceed what was in effect before the shutdown began and clarifies these payments will later be charged to the regular budget when funding resumes. This directly affects military personnel by preventing pay delays during funding gaps.
This resolution condemns the deliberate gas attacks on schoolgirls in Iran (up to 7,000 schoolgirls were poisoned in at least 290 attacks, according to human rights groups) and Iran's suppression of individuals participating in demonstrations. The resolution also urges the United States to initiate a formal process for an independent investigation and to work with the United Nations in investigating the gas attacks on schoolgirls in Iran.
Stop the Invasion Act This bill requires the President to bar the entry of certain non-U.S. nationals (aliens under federal law) into the United States if U.S. Customs and Border Protection (CBP) encounters a certain number of inadmissible non-U.S. nationals. Specifically, this bar shall apply if CBP detains or finds on average more than 30,000 such inadmissible individuals each month over the most recent 12-month period. The bar shall cease when the average drops below 30,000 encounters. Such encounters shall include non-U.S. nationals who seek entry into the United States when the President has suspended entry to prevent the spread of a communicable disease. While this bar is in effect, the President must prohibit the entry of non-U.S. nationals who are inadmissible for specified reasons related to illegal entry, violation of immigration law, or lack of documentation.
Maddy summaryThis bill would make the Migrant Protection Protocols (MPP) mandatory under U.S. immigration law. Currently, the law permits border officials to use MPP (a policy requiring certain non-citizens arriving at the border to wait in Mexico while their case is processed), but this bill changes the language from "may" to "shall" in the Immigration and Nationality Act. This means the government would be required to implement MPP for eligible cases instead of having the option to choose. The change would directly affect border processing for non-citizens subject to MPP, altering how immigration cases are handled at the U.S. border.
Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.
Homeland and Cyber Threat Act or the HACT Act This bill allows claims in federal or state court against foreign states that conduct or participate in cyberattacks against U.S. nationals.
American Innovation and R&D Competitiveness Act of 2023 This bill eliminates the five-year amortization requirement for research and experimental expenditures, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred.
Women in Aviation Advisory Board Act This bill establishes a Federal Advisory Committee on Women in Aviation. The committee must advise the Department of Transportation and the Federal Aviation Administration on matters related to the education, training, mentorship, outreach, recruitment, and retention of women in the aviation industry. Membership in the committee must include representatives from aviation-related manufacturers, commercial air carriers, general aviation operators, unmanned aircraft systems operators, airports, aviation training and maintenance providers, labor organizations, educational institutions, and nonprofit organizations within the aviation industry.
Maddy summaryThe Puppy Protection Act of 2023 sets new standards for businesses that sell dogs (dealers), directly affecting pet stores and breeders operating under the Animal Welfare Act. It requires specific housing with space allowances based on dog size (e.g., 12-30 square feet per dog), temperature control (45-85°F), clean food twice daily, and daily exercise or socialization with humans/dogs for at least 30 minutes. The bill also mandates annual veterinary exams including dental care, strict breeding limits (e.g., age restrictions, maximum 2 litters in 18 months), and efforts to place retired breeding dogs in homes instead of selling them to other breeders. Regulations must be finalized within 18 months of enactment.
