ENABLE Act

Maddy summaryHR 1436, the ENABLE Act, makes permanent key tax provisions for ABLE accounts - tax-advantaged savings accounts for people with disabilities. It removes the 2026 expiration date for increased contribution limits to ABLE accounts and allows rollovers from 529 college savings plans into ABLE accounts without tax penalties. These changes directly affect individuals with disabilities who use ABLE accounts for qualified expenses like housing, education, and medical costs. The bill ensures these financial tools remain available long-term, streamlining access to savings without requiring new legislative action each year.

Goldie’s Act

Goldie's Act This bill expands enforcement provisions under the Animal Welfare Act (AWA). Specifically, the bill directs the Department of Agriculture (USDA) to document and record detailed descriptions of violations of the act observed during inspections and investigations. USDA must provide a copy of all records documenting violations to state, local, and municipal animal control or law enforcement officials within 24 hours of such inspections or investigations. Inspections must be held at least once a year of each research facility, the premises of each animal dealer, and each exhibitor of animals. If violations are found during inspections, then USDA must conduct any necessary follow-up inspections until all the violations are corrected. Inspectors must confiscate or destroy in a humane manner animals found to be suffering physical or psychological harm as a result of failure to comply with the AWA. Violators are subject to civil penalties as outlined in the bill.

Improving Measurements for Loneliness and Isolation Act of 2025

Maddy summaryHR 1305 establishes a federal working group under the Department of Health and Human Services to standardize how loneliness and isolation are measured across research and healthcare. The group, composed of senior health agency representatives and state officials from states with high and low mental health practitioner shortages, will develop consistent definitions and measurement tools by 2026. It aims to improve data quality for public health strategies, research, and healthcare planning, while ensuring tools can be used across different populations and settings. The working group must submit a report to Congress within one year of the bill’s enactment, and the initiative expires at the end of 2027. This affects federal health agencies, researchers, and healthcare providers who rely on standardized data to address social health challenges.

Ending DOGE Conflicts Act

Maddy summaryHR 1321, the "Ending DOGE Conflicts Act," requires special government employees (like officials overseeing federal contracts) who own, control, or lead companies doing business with the government to file financial disclosure reports with the Office of Government Ethics. These employees must now comply with the same financial disclosure rules as other government officials under Title 5 of the U.S. Code. Until their initial report is certified as compliant by the Office of Government Ethics, these employees are prohibited from performing any official duties related to federal contracting. The bill directly affects high-level government officials with direct financial ties to federal contractors.

First Rhode Island Regiment Congressional Gold Medal Act

Maddy summaryHR 1277, the First Rhode Island Regiment Congressional Gold Medal Act, authorizes a single gold medal to honor the First Rhode Island Regiment for its service during the Revolutionary War. The bill commemorates the regiment as one of the first integrated military units in U.S. history, formed in 1778 when Rhode Island allowed enslaved and Indigenous men to enlist and gain freedom upon service. The medal, designed by the Treasury Secretary, will be displayed at the Rhode Island State Library, with Congress encouraging its availability for research and display at relevant historical sites. This is a commemorative measure with no direct policy impact or financial provisions for individuals, focusing solely on historical recognition.

Proposing an amendment to the Constitution of the United States providing that the rights protected and extended by the Constitution are the rights of natural persons only.

Maddy summaryThis bill proposes a constitutional amendment stating that only "natural persons" (living humans) have rights protected by the U.S. Constitution, explicitly denying constitutional rights to corporations, LLCs, and other artificial entities. It would require governments to regulate campaign contributions and spending to prevent money from influencing elections, banning the view that spending to influence elections constitutes protected speech under the First Amendment. The amendment would not affect the constitutional right to a free press. This change would directly impact how corporations and other non-human entities can legally challenge laws or regulations in court.

Honoring Our Fallen Heroes Act of 2025

Maddy summaryHR 1269, the Honoring Our Fallen Heroes Act of 2025, expands benefits for public safety officers (like police and firefighters) who develop certain cancers linked to their work. It adds 22 specific cancers - including lung, mesothelioma, and breast cancer - to the list of conditions presumed to be "exposure-related" and sustained in the line of duty. This presumption applies if the officer served at least 5 years, was diagnosed with the cancer within 15 years after last active duty, and the cancer directly caused death or permanent disability. The bill also establishes a process for adding new cancers every 3 years based on medical evidence from agencies like NIOSH, and allows claims to be filed within 3 years of the law's enactment.

Focus on Learning Act

Maddy summaryThe Focus on Learning Act requires the Surgeon General to study how personal mobile devices affect student learning, mental health, and school climate in elementary and secondary schools. It establishes a pilot program offering $5 million over five years to school districts that implement "device-free" environments - requiring secure storage for students' personal phones during school hours - while allowing exceptions for health needs, students with disabilities, or language translation. Schools in the pilot must obtain parental input, maintain staff communication systems, and detail their device policies before participating. The study and pilot aim to test whether reducing personal device use during school improves academic outcomes and school environment, with results to be reported to Congress.
