This resolution expresses the sense of the House of Representatives that Canada should not allow construction of a nuclear waste repository within the Great Lakes Basin and that the President and the Department of State should work with Canada to prevent such construction and craft a long-term solution for nuclear waste storage that does not threaten the Great Lakes.

Accountability in Assignment Restrictions Act This bill sets out a process through which Department of State employees may appeal assignment restrictions. These are restrictions on an employee's security clearance that preclude the employee from serving in certain diplomatic posts or working on certain issues in the United States to (1) prevent potential targeting and harassment by foreign intelligence services, and (2) lessen foreign influence or foreign preference security concerns. Specifically, the bill establishes the Assignment Restriction Appeals Panel to hear assignment restriction appeals from Foreign Service and civil service employees. Additionally, the State Department must annually report to Congress on its use of assignment restrictions, including the rationale for the restrictions, data about employees subject to restrictions in the previous year, and information about the appeals process.
Supporting Early-childhood Educators' Deductions Act or the SEED Act This bill expands the tax deduction for the expenses of elementary and secondary school teachers to include early childhood educators.
John R. Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself; or 3 or more violations occurred during the previous 25 years and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the extent of any history of official voting discrimination in the state or political subdivision.

This resolution celebrates the contributions of small businesses in every U.S. community and supports the designation of National Small Business Week. Further, it supports efforts to provide small businesses with aid and assistance through certain programs and initiatives.
Micro-SBIC and Emerging Managers Program Act of 2021 This bill establishes programs for the Small Business Administration (SBA) to (1) issue certain applicants a license to operate a Small Business Investment Company (SBIC) and (2) provide assistance to SBICs operated by emerging managers. An SBIC is a privately owned company, licensed and regulated by the SBA, which invests in small businesses through debt and equity. First, the bill lowers the threshold to receive an SBIC license to include applicants that hold private capital of at least $5 million and have significant business expertise relevant to the applicant's investment strategy. The bill also sets limits on the amount of financing these SBICs may receive from the SBA. Additionally, the bill allows managers with substantial experience operating SBICs to enter an agreement, approved by the SBA, to provide guidance and assistance to SBIC applicants that are managed by at least two emerging managers who have an investment record of less than 10 years or who focus on underserved markets.
21st Century Civilian Conservation and Climate Corps Act This bill temporarily authorizes and provides funding for the President to establish and operate a Civilian Conservation and Climate Corps to employ young adults (ages 16-25) in connection with public conservation and climate projects. If available funds are insufficient to employ every eligible individual seeking employment with the corps, preference must be given, in order, to (1) unemployed veterans, (2) unemployed individuals who have exhausted their unemployment benefits, (3) individuals who are otherwise eligible for unemployment benefits, (4) members of groups determined to have suffered economic or social disadvantages to finding decent work, and (5) other unemployed individuals. The corps must pay employees wages comparable to wages paid to public-sector employees. The corps may also provide room, board, and clothing for employees, but the cost of these accommodations must be deducted from wages.
Small-Dollar PPP Forgiveness Simplification Act of 2021 This bill makes changes to the Paycheck Protection Program (PPP) to with respect to forgiveness of certain PPP loans. Specifically, the bill includes as covered loans under the PPP loan forgiveness program excess loan amounts that were received due to a good faith error. The bill also increases the threshold, from $150,000 to $350,000, used to determine whether a PPP loan may use the simplified forgiveness application.
Prohibition of Medicaid Funding for Conversion Therapy Act This bill prohibits state Medicaid programs from covering conversion therapy. The bill defines conversion therapy as any practice or treatment that seeks to change a person's sexual orientation or gender identity in exchange for monetary compensation.
