Ensuring Military Readiness Not Discrimination Act

Maddy summaryHR 1808 prohibits the military from considering gender identity, sexual orientation, or sex characteristics when determining service eligibility or implementing policies. It requires that all eligibility decisions and military treatment be based solely on a person's ability to meet job-specific military standards, not on protected characteristics like race, religion, or sex. The bill directly affects all current and prospective military members by mandating equality in service through new provisions added to Title 10 of U.S. Code.

Historic Tax Credit Growth and Opportunity Act of 2023

Historic Tax Credit Growth and Opportunity Act of 2023 This bill increases the rehabilitation tax credit and modifies certain requirements for the credit. The bill increases the rate of the credit for qualified rehabilitation expenditures in taxable years beginning after December 31, 2020, and before January 1, 2028, after which the rate reverts to 20%. The bill increases the rate of the credit to 30% for certain small projects whose qualified rehabilitation expenditures do not exceed $2.5 million. The bill also expands the types of buildings eligible for rehabilitation by decreasing the rehabilitation threshold from 100% to 50% of project expenses. It also eliminates the basis adjustment requirement for the credit and modifies rules relating to tax-exempt use property eligible for the credit.

Expressing the sense of Congress that tax-exempt fraternal benefit societies have historically provided and continue to provide critical benefits to the people and communities of the United States.

Maddy summaryHCONRES 28 is a symbolic resolution expressing Congress's view that tax-exempt fraternal benefit societies - organizations providing life, health, and accident benefits to members - have long delivered critical community support. It states these societies, with about 7 million members nationwide, generate significant annual value through charitable work and volunteer activities (estimated at over $3.8 billion yearly). The resolution affirms that their tax-exempt status under Section 501(c)(8) of the tax code is essential for sustaining their volunteer-driven model and relieving pressure on government safety programs. As a non-binding expression of congressional sentiment, it does not alter existing laws or create new obligations.

More Teaching Less Testing Act of 2023

Maddy summaryThe More Teaching Less Testing Act of 2023 would reduce standardized testing in public schools by allowing states to use alternative assessment methods like grade-span testing (administering tests once per grade span instead of annually) and requiring a 90-day public comment period before implementing assessments. It prohibits using test scores as the sole factor for grade retention, diplomas, or teacher evaluations, and establishes a taskforce to evaluate testing practices and promote innovative assessment systems. This bill directly affects elementary and secondary schools across the country, potentially freeing up instructional time for more engaging learning activities. The legislation would change how states administer assessments while focusing on deeper learning rather than test preparation.

Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2023

Maddy summaryThis bill restores access to VA housing loans and educational benefits for Black World War II veterans who were denied GI Bill benefits due to racial discrimination, as well as for their living spouses, children, grandchildren, or direct descendants. It defines eligibility by requiring applicants to certify that their veteran relative was denied GI Bill benefits on racial grounds, with a five-year application window starting from the bill's enactment date. The VA must process these applications within 90 days and report to Congress on the number of recipients and total benefit value within one year. This addresses historical discrimination by creating new pathways to benefits for affected individuals and their families.

Office of Gun Violence Prevention Act of 2023

Maddy summaryThe Office of Gun Violence Prevention Act of 2023 establishes a new office within the Department of Justice to coordinate federal efforts on gun violence prevention. The office, led by a Director appointed by the Attorney General, will evaluate existing programs, identify data gaps, and make evidence-based policy recommendations to Congress and the President. The office must produce an annual report to Congress on gun violence trends and policy recommendations, and the bill authorizes funding to support these activities.

Sarah Debbink Langenkamp Active Transportation Safety Act

Maddy summaryThis bill modifies federal highway funding rules to prioritize safety for cyclists and pedestrians. It allows states and local governments to receive 100% federal funding for projects that connect existing bike/pedestrian infrastructure or reduce safety risks for these users, instead of the usual lower federal share. The bill also requires projects to align with state safety plans focusing on vulnerable road users and includes specific "Proven Safety Countermeasures" for cyclists/pedestrians. These changes directly affect states administering federal highway funds and local governments seeking to improve non-motorized transportation infrastructure.

COAST Anti-Drilling Act

Maddy summaryHR 1320, the COAST Anti-Drilling Act, bans new oil and gas leasing in four specific coastal areas: the Mid-Atlantic, South Atlantic, North Atlantic, and Straits of Florida planning areas of the outer Continental Shelf. The bill amends federal law to prohibit the Secretary of the Interior from issuing any leases or authorizations for exploration, development, or production of oil, natural gas, or minerals in these regions. This directly affects coastal states and marine ecosystems in those areas by preventing new offshore drilling projects. The law creates a permanent restriction on new leasing in these designated zones.
