John Lewis Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.
Recognizing Military Service in PSLF Act This bill requires the Department of Education to count each month for which a borrower's federal student loan payment was in deferment or forbearance during a period of active duty, including certain National Guard duty, as a qualifying payment for the purpose of the Public Service Loan Forgiveness (PSLF) program. Under current law, a borrower who is a service member is eligible to receive student loan forgiveness under the PSLF program; however, if the borrower places their loan into deferment or forbearance while they are on active duty, that period of time does not count as a qualifying payment for the PSLF program.
Air America Act of 2021 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950 and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.
Substance Use Disorder Workforce Act This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.
This bill directs the Department of Transportation to establish a Freight Rail Innovation Institute in partnership with an institution of higher education and a freight rail locomotive manufacturer. The institute must carry out a research and development program to develop technologies necessary for the design, development, manufacturing, and operation of zero-emission battery and hydrogen-powered freight locomotives; develop technologies that enhance freight rail safety, efficiency, and utilization; and accelerate the deployment of zero-emission locomotives (including passenger locomotives), supporting supply chains, advanced freight and logistics systems, and related workforce development and education innovations. The non-federal share of the costs of the institute's research and development program shall not be less than 50%.
Purple Heart Freedom to Work Act This bill increases the monthly income limit that is used to determine whether certain Purple Heart recipients are eligible for Social Security Disability Insurance (SSDI) benefits. Specifically, when making such determinations with respect to Purple Heart recipients who are entitled to SSDI benefits based on combat-related injuries, the Social Security Administration must use the limit that applies to individuals who are blind rather than the lower limit that applies to other SSDI recipients. In addition, the bill phases out SSDI benefits for these Purple Heart recipients, with benefits reduced by $1 for every $4 of earnings in excess of the limit.
Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.
Transportation Infrastructure Finance and Innovation Act for Airports This bill makes certain airport projects eligible for funding under the transportation infrastructure finance and innovation program of the Department of Transportation (DOT), including projects for airport noise capability planning and for constructing gates and related areas at which passengers board or exit aircraft. DOT may provide funding for these projects only if all steel and manufactured goods used in the projects are produced in the United States, with specified exceptions.
Youth Workforce Readiness Act of 2021 This bill requires the Department of Labor to award grants to certain national youth-serving organizations for comprehensive workforce readiness programs provided to youth that take place before or after school, during summer vacation or holiday, or on the weekend (i.e., out-of-school-time programs). Such grants must be used to develop and implement youth workforce readiness programs, including for activities such as on-the-job and leadership opportunities, internships, and other supportive services. The bill also requires local workforce development boards to establish youth councils as subgroups of the boards.
