Major Richard Star Act

Maddy summaryThis bill, HR 2102 (Major Richard Star Act), allows veterans with combat-related disabilities to receive both full military retired pay and veterans' disability compensation simultaneously, without the previous offset that reduced retired pay. It directly affects veterans already eligible for both benefits due to combat-related injuries, removing the requirement that their retired pay be reduced by the disability compensation amount. The key provision amends Title 10 and Title 38 to eliminate the offset rule (sections 5304 and 5305 of Title 38) for these veterans. The change applies to payments starting after the bill’s enactment date, effective for all qualifying veterans. This is a policy change to increase financial support for affected veterans, not a new benefit.

IDEA Full Funding Act

Maddy summaryThe IDEA Full Funding Act (HR 2598) mandates specific annual federal funding levels for the Individuals with Disabilities Education Act (IDEA), directly affecting schools and students with disabilities nationwide. It requires the federal government to appropriate either a fixed dollar amount or a specified percentage (increasing annually from 4.5% to 40%) of a calculated total - based on the number of eligible students and average per-pupil costs - starting in fiscal year 2026 through 2035. The bill sets clear, escalating funding targets, with the higher of two calculated amounts (dollar figure or percentage) becoming available for obligation each fiscal year. This establishes a binding financial commitment to address long-standing underfunding of special education services under IDEA.

SSI Savings Penalty Elimination Act

Maddy summaryThis bill raises the asset limits for Supplemental Security Income (SSI) recipients to allow more savings without losing benefits. It increases the individual resource limit from $2,250 to $20,000 (in 2025) and the couple limit from $1,500 to $10,000, with automatic annual inflation adjustments based on the Consumer Price Index. These changes directly affect low-income seniors and people with disabilities who rely on SSI. The bill eliminates the current "savings penalty" that previously forced recipients to spend down savings to qualify. The new limits will adjust each year to maintain their real value against inflation.

CARE Act of 2025

Maddy summaryThis bill creates a new Medicare payment model (the "Comprehensive Alternative Response for Emergencies Model") that allows Medicare Part B to cover ground ambulance services provided in response to emergency medical calls *without* a full transport. It directly affects Medicare beneficiaries receiving emergency ambulance care and ambulance providers, ensuring they are paid for services like dispatch and initial response that don't include transport. The model requires payment rates to align with standard transport payments, mandates compliance with state protocols, and operates for a 5-year test period. A report by the Comptroller General will evaluate the model's impact on beneficiary access, outcomes, and regional differences after 4 years.

Reentry Act of 2025

Maddy summaryHR 2586, the Reentry Act of 2025, amends Medicaid rules to allow incarcerated individuals to receive Medicaid coverage during the 30 days immediately before their release from prison or jail. This directly affects people leaving correctional facilities, ensuring they can access health care as they transition back into communities. The bill requires a report within 18 months analyzing current health care standards in prisons, the number of people who would gain coverage, and current discharge practices to improve Medicaid enrollment for newly released individuals. The report will also assess how to better connect people with community health services and addiction treatment after release.

DETERRENT Act

Maddy summaryThe DETERRENT Act requires higher education institutions receiving federal funding to disclose foreign gifts and contracts meeting certain value thresholds ($50,000 or more for regular foreign sources, all for "foreign countries of concern" or "foreign entities of concern"). Institutions must report details including the foreign source's identity, purpose, and financial value, with all disclosures made public through a searchable database. The bill prohibits contracts with designated "foreign countries of concern" or "foreign entities of concern" without a specific waiver, and includes enforcement mechanisms with fines for non-compliance. Maddy summaryHRES 260 designates March 27, 2025, as "National Women in Agriculture Day" to recognize women's contributions to U.S. agriculture. The resolution highlights that women represent over 1.2 million agricultural producers (more than one-third of all U.S. producers) and generated $222 billion in agricultural sales in 2022. It encourages citizens to recognize women working in agriculture and supports their roles in leading the industry, mentoring future agricultural workers, and advancing food production. This is a symbolic resolution with no new policies or funding, solely celebrating existing contributions during National Women’s History Month and National Ag Week.

Freedom from Unfair Gun Taxes Act of 2025

Maddy summaryThe Freedom from Unfair Gun Taxes Act of 2025 would prohibit states and local governments from imposing taxes on the sale of firearms, ammunition, or firearm parts during interstate or foreign commerce. This bill directly affects state tax policies and manufacturers or dealers selling these items across state lines. It explicitly states that the bill does not change the existing federal tax on firearms and ammunition that funds wildlife conservation programs. The key provision bans state-level taxes for these sales in interstate transactions while preserving current federal funding mechanisms.
