Title X Abortion Provider Prohibition Act

Maddy summaryHR 330, the Title X Abortion Provider Prohibition Act, prohibits federal funding under the Title X family planning program for clinics that perform or fund abortions, except in cases of rape, incest, or when a physician certifies a life-threatening condition. It requires clinics receiving Title X funds to certify they do not provide or fund abortions (with the specified exceptions), and hospitals are exempt if they don't fund non-hospital abortion providers. The bill mandates annual reports to Congress listing all funded clinics, the number of abortions performed under exceptions (including rape/incest cases), and the certification dates for each clinic. This directly affects Title X-funded clinics nationwide that provide abortion services or fund such services, altering their eligibility for federal funding. The law aims to restrict federal support for abortion access within the Title X program while maintaining limited exceptions.

Back the Blue Act of 2023

Maddy summaryThis bill creates new federal crimes for killing or assaulting law enforcement officers, judges, and certain public safety officers (including firefighters) while they are on duty or for past duties, with penalties including minimum 10-year sentences for killing and varying assault penalties based on severity. It adds a new factor that would make the federal death penalty more likely for killing such officers, limits federal legal challenges for convictions related to these killings, and expands law enforcement officers' rights to carry firearms in certain circumstances. The bill also provides funding for grants to improve community-law enforcement relationships through transparency, accountability, and officer wellness programs. It directly affects law enforcement officers, judges, and public safety personnel across the country, establishing new federal protections and procedures for violence against these personnel.

Expressing support for the Nation's law enforcement agencies and condemning any efforts to defund or dismantle law enforcement agencies.

Maddy summaryThis concurrent resolution (HCONRES 4) expresses congressional support for U.S. law enforcement agencies and condemns efforts to defund or dismantle them. It does not create new funding or policy changes but formally rejects "misguided and dangerous efforts to defund and dismantle" police departments, citing officer safety concerns and rising fatalities. The resolution specifically references the 2021 increase in law enforcement deaths (458 officers killed) and opposes rhetoric that "vilifies" officers, while emphasizing their role in community safety and crisis response. It is a symbolic statement with no binding legal or financial impact.

Proposing an amendment to the Constitution of the United States to require that the Supreme Court of the United States be composed of nine justices.

Maddy summaryHJRES 8 proposes a constitutional amendment to permanently set the Supreme Court's size at nine justices. The bill would require any future changes to the Court's composition to follow this specific number, locking in the current structure. It does not alter the existing Court size (which has been nine since 1869) but aims to prevent future adjustments through legislative action. The amendment must be ratified by three-fourths of state legislatures within seven years to take effect. This is a procedural proposal focused on constitutional structure, not a direct policy affecting citizens or programs.

Illegal Alien NICS Alert Act

Maddy summaryHR 28, the Illegal Alien NICS Alert Act, requires the National Instant Criminal Background Check System (NICS) to automatically notify ICE and state/local law enforcement whenever someone illegally in the U.S. attempts to purchase a firearm. This applies directly to undocumented immigrants or others unlawfully present who try to buy guns, as detected by NICS data. The bill amends the Brady Act to mandate that NICS send these alerts with all relevant information to ICE and local agencies, referencing the existing law (18 U.S.C. §922(g)(5)) that prohibits firearm sales to people unlawfully in the U.S. The change creates a specific notification process without altering gun purchase eligibility rules.

NFA SBS Act

No Frivolous Application for Short-Barreled Shotguns Act or the NFA SBS Act This bill removes certain short-barreled shotguns from the definition of firearms for purposes of the National Firearms Act. It also eliminates the prohibition on the sale or transportation of such shotguns in interstate commerce and treats persons who acquire or possess a short-barreled shotgun as meeting the registration or licensing requirements for such shotguns where such requirements are determined by reference to the National Firearms Act. The bill preempts state or local laws that impose a tax or recordkeeping requirements on short-barreled shotguns. The Department of Justice must destroy records relating to the registration of shotguns described by this bill within one year after the enactment of this bill.

Concealed Carry Reciprocity Act

Maddy summaryThis bill establishes nationwide recognition for valid concealed carry permits. It allows permit holders from any state to carry concealed handguns in states that either issue such permits or don't ban concealed carry, provided they carry a photo ID and their valid permit. Key provisions include making presentation of a valid permit and ID prima facie evidence of compliance, shifting the burden of proof to prosecutors if challenged, and requiring courts to award attorney fees to successful defendants. It does not override state laws prohibiting concealed carry on private property or government lands, nor does it affect restrictions on federal lands like national parks.
