Maddy summaryHRES 778 is a non-binding House resolution expressing support for recognizing September 29, 2025, as "International Day of Awareness of Food Loss and Waste." It does not create new laws or programs but formally acknowledges the issue through congressional resolution. The resolution cites statistics on global food waste (including $1 trillion in annual losses and 8-10% of greenhouse gas emissions from food waste) and aligns with the existing 2024 National Strategy for Reducing Food Loss and Waste. It serves only as symbolic support for raising awareness, with no direct policy changes or obligations for individuals or entities.

Fair Pay for Federal Contractors Act of 2025

Fair Pay for Federal Contractors Act of 2025 This bill provides back pay to employees of federal contractors who lost pay due to a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations for federal agencies that are subject to a lapse in appropriations in FY2026 to adjust the price of contracts to compensate federal contractors for providing back pay to employees who were affected by the lapse in appropriations.  The agencies must adjust the price of any contract for which the contractor stopped, suspended, delayed, or interrupted all or part of the work under the contract due to the lapse in appropriations. The price adjustment must compensate the contractor for reasonable costs incurred to (1) compensate employees who were furloughed or laid off, were not working, or experienced a reduction of hours or compensation due to the lapse in appropriations; or (2) restore paid leave taken by employees during the lapse in appropriations if the contractor required or permitted employees to use paid leave as a result of the lapse in appropriations. The maximum amount of weekly compensation of an employee for which an adjustment may be made under this bill may not exceed the lesser of (1) the employee's actual weekly compensation, or (2) $1,442 (or a lesser amount pro-rated for an employee who works less than 40 hours per week). The bill also requires the Office of Federal Procurement Policy to submit a report to Congress on the adjustments made under this bill.

SEIZE Act of 2025

Maddy summaryHR 5623, the SEIZE Act of 2025, allows the U.S. President to classify weapons seized from Iran (while en route to Yemen's Houthi rebels) as U.S. government property. It then authorizes using these seized weapons to supply foreign partners through existing defense programs, amending the Foreign Assistance Act. The bill requires the President to submit annual reports to Congress detailing how many times the authority was used, the inventory of seized weapons held, and weapons transferred to allies. This directly affects U.S. military asset management and foreign aid distribution processes.

Colorectal Cancer Payment Fairness Act

Maddy summaryThe Colorectal Cancer Payment Fairness Act eliminates out-of-pocket costs for Medicare beneficiaries receiving colorectal cancer screenings. It amends Medicare rules to remove coinsurance requirements, ensuring 100% coverage for these screenings starting in 2027 (replacing the previous 85% coverage through 2026). This directly affects Medicare beneficiaries, particularly seniors and older adults eligible for preventive care. The key mechanism is a straightforward policy change to the Medicare payment structure for these specific screenings, removing cost-sharing barriers to encourage early detection. The bill does not alter funding or create new programs, only adjusting existing coverage terms.

Taiwan and American Space Assistance Act of 2025

Maddy summaryThis bill requires NASA and NOAA to establish civilian space cooperation with Taiwan within 90 days of enactment, focusing on satellite programs, weather technology, and personnel exchanges. It mandates that these efforts comply with the Taiwan Relations Act and U.S. export rules while protecting U.S. intellectual property and economic interests. The agencies must submit annual reports to Congress detailing cooperation activities, challenges, and progress for five years after enactment. The bill directly affects U.S. space agencies and Taiwan’s space agency, facilitating non-military space collaboration. It does not alter existing U.S. policy toward Taiwan but creates a formal mechanism for expanded technical engagement.

Expanding Seniors’ Access to PFAS Testing Act

Maddy summaryHR 5571, the "Expanding Seniors’ Access to PFAS Testing Act," requires Medicare to cover 100% of the cost for blood tests detecting PFAS chemicals (perfluoroalkyl and polyfluoroalkyl substances) for seniors starting January 1, 2028. It amends Medicare law to add "PFAS testing" as a no-cost preventive service under Part B, defined as a physician-ordered blood test to measure PFAS levels. This directly affects Medicare beneficiaries aged 65+ and certain disabled individuals who need these tests. The coverage eliminates copays and deductibles for the tests, aligning them with other preventive services, but applies only to tests performed on or after the 2028 effective date.

Medical Device Nonvisual Accessibility Act of 2025

Maddy summaryThis bill requires home medical devices like blood pressure monitors and sleep apnea machines to include nonvisual accessibility features (such as screen readers or audio feedback) so blind or low-vision users can operate them independently and safely. It sets a standard that devices must be as effective for these users as for sighted individuals, applying to Class II/III devices cleared under FDA's 510(k) process for home use. The FDA must issue proposed regulations within one year and final rules within two years of enactment, with manufacturers needing to comply one year after the final rule takes effect. Devices may qualify for waivers only if compliance would cause a "fundamental alteration" or "undue hardship" for the manufacturer, though the bill emphasizes accessibility can often be integrated without extra cost during design.

FASTER Act

Maddy summaryThe FASTER Act (HR 5575) provides federal grants through FEMA to fire departments for programs that prevent falls among older adults (65+). It directly affects fire departments (career, combination, and volunteer) and seniors by funding home safety modifications like handrails, removing tripping hazards, and installing emergency access devices. Key provisions include 3-year grants covering up to 75% of costs in the first two years (35% in year three), requiring fire departments to use funds for specific fall prevention activities like home assessments and community paramedicine staffing - not to replace local funding. The bill mandates performance evaluations and a congressional report on effectiveness within two years of enactment.

RESIDE Act

Maddy summaryThe RESIDE Act establishes a federal grant program to convert vacant, unsafe commercial or industrial buildings (like abandoned warehouses or hotels) into affordable housing. It provides up to $100 million annually for competitive grants to local governments and community organizations to renovate these properties into "attainable housing" for low-to-moderate income households (earning up to 120% of local median income). Priority is given to projects in economically distressed areas, designated opportunity zones, or communities with housing plans addressing specific needs. The program requires grants to fund property acquisition, renovation, and community land trusts, with a final report to Congress on its impact on housing access, blight removal, and local tax bases.
