Children's Mental Health Infrastructure Act of 2021 This bill provides funding through FY2026 to the Health Resources and Services Administration for grants to improve the capacity of children's hospitals to provide pediatric behavioral health services, including by modernizing sites of care and enhancing telehealth capabilities.

Helping Kids Cope Act of 2021 This bill provides funding through FY2026 to the Health Resources and Services Administration (HRSA) for grants to enhance access to and provider training in pediatric behavioral health care. Specifically, HRSA must award grants to pediatricians, children's hospitals, and other providers to support pediatric behavioral health integration and coordination within communities. Grant-funded activities may include hiring community navigators to assist families in accessing appropriate services, incorporating behavioral health services in pediatric practices, and delivering services via telehealth. In addition, HRSA must award grants to children's hospitals to expand training for providers in the pediatric behavioral health workforce.
This bill requires the Small Business Administration to develop and implement a program to award cash grants of at least $1,000,000 to organizations that support new small businesses. These awards may be used for construction costs, space acquisition, and programmatic purposes, but they may not be used to provide capital or professional services to small businesses directly or through the subaward of funds. The organization must have the support of new small businesses as a primary purpose and be often classified as an accelerator. The term accelerator means an organization that (1) supports new businesses with a focus on technology, research, and development; (2) frequently provides, but is not exclusively designed to provide, seed investment in exchange for a small amount of equity; (3) works with a startup for a predetermined amount of time; (4) provides mentorship and instruction to scale businesses; or (5) offers startup capital or the opportunity to raise capital from outside investors.
This bill requires airports to broadcast in terminals automated announcements about the penalty for interfering with cabin or flight crews.

Clean Hydrogen Energy Act This bill sets forth provisions to advance the research, development, demonstration, and deployment of hydrogen gas that is produced in compliance with greenhouse gas emission standards established by this bill. Specifically, the bill expands an existing hydrogen research and development program of the Department of Energy (DOE) established under the Energy Policy Act of 2005. For example, the bill establishes a new program goal to demonstrate a standard of clean hydrogen production in the transportation (i.e., vehicles, locomotives, airplanes, and maritime vessels), utility, industrial, commercial, and residential sectors by 2040. The bill also requires DOE to establish a program that supports the development of regional clean hydrogen hubs. In carrying out those programs, DOE must award grants for research, development, and demonstration projects to advance new clean hydrogen production, processing, delivery, storage, and use equipment manufacturing technologies and techniques. DOE must also develop a technologically and economically feasible national strategy and road map to facilitate wide scale production, processing, delivery, storage, and use of clean hydrogen. In addition, DOE must establish a research, development, demonstration, commercialization, and deployment program to improve the efficiency, increase the durability, and reduce the cost of producing hydrogen using electrolyzers. Electrolyzers are systems that produce hydrogen using electrolysis, a process that uses electricity to split water into hydrogen and oxygen. In carrying out the program, DOE must award grants for projects that reduce the cost of hydrogen produced using electrolyzers as specified by the bill.
