This bill requires the Department of Defense (DOD) to develop a feedback tool through which members of the Armed Forces and their spouses may anonymously identify, rate, and compare housing under the jurisdiction of DOD, including privatized military housing.

Sober Truth on Preventing Underage Drinking Reauthorization Act or the STOP Act This bill reauthorizes through FY2027 and revises grants and other activities for reducing underage drinking. In particular, the bill modifies the scope of certain activities to incorporate a focus on the adoption and enforcement of state laws and policies for preventing and reducing underage drinking. This includes (1) assessing in annual reports whether states have adopted best practices related to laws, regulations, and enforcement practices; and (2) establishing a pilot program to collect uniform data from states and localities about their enforcement of underage drinking laws. In addition, the Substance Abuse and Mental Health Services Administration must contract with the National Academy of Sciences to review the research literature regarding the influence of drinking on adolescent brain development.
This bill establishes programs to mitigate the impact of marine traffic on marine ecosystems and wildlife, with a particular emphasis on underwater noise. The National Atmospheric and Oceanic Administration (NOAA) must maintain and expand activities to collect and assess underwater sounds in high-priority ocean and coastal locations, award grants to port authorities or related entities for implementing measures to mitigate the impact of port operations and marine traffic on marine mammals, and implement a program to reduce collisions between large whales and marine vessels. In addition, the Maritime Administration must award grants to academic or research institutions, U.S. nationals or corporations, or state or tribal governments for developing and implementing technologies that reduce underwater noise from marine vessels. The administration must also report to Congress about nonclassified naval technologies that reduce underwater noise from marine vessels.
Right Whale Coexistence Act of 2022 This bill provides support for the conservation of North Atlantic right whales ( Eubalaena glacialis ). Specifically, it requires the National Oceanic and Atmospheric Administration (NOAA) to provide financial assistance for projects designed to reduce the lethal and sub-lethal effects of human activities on North Atlantic right whales. In addition, NOAA must conduct surveys of plankton on an ongoing basis using a continuous plankton recorder.
Increasing Community Access to Resiliency Grants Act of 2021 This bill directs the National and Oceanic and Atmospheric Administration (NOAA) to establish and regularly update a publicly available website that includes hyperlinks to all grants administered by NOAA and hyperlinks to other federal agencies that offer similar grants to assist state, tribal, and local governments with resiliency, adaptation, and mitigation of climate change and sea level rise; and for each such grant, the contact information for an individual who can offer assistance to such governments. NOAA shall conduct outreach activities to inform state, tribal, and local governments of the resiliency, adaptation, and mitigation grants.
This resolution expresses that the House of Representatives declares its gratitude on behalf of the people of the United States to the journalists and news staff who continue to put themselves in harm's way to report on the humanitarian crisis and ongoing war on the ground in Ukraine following Russian President Vladimir Putin's invasion of Ukraine; and honors the contributions of journalists and news staff reporting from the war in Ukraine as essential in the ongoing struggle for the rights of a free press and free speech internationally, pivotal in pushing back against false propaganda by tyrants, and crucial to informing Americans and the world of the horrors being wrought against the Ukrainian people.
This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.
Long-Term Care Affordability Act This bill allows the use of tax-exempt retirement plan distributions to pay for long-term health care insurance. Specifically, it excludes such distributions from the gross income of an insured individual up to $2,500 for per individual in a taxable year. It also imposes reporting requirements on plans and insured individuals and requires a description of long-term care insurance arrangements and facts sheets for employers and workers.
Facilitating American-Built Semiconductors Act or the FABS Act This bill allows a new tax credit through 2032 for investment in any semiconductor manufacturing facility and for semiconductor design expenditures.
Into the Light for Maternal Mental Health and Substance Use Disorders Act of 2022 or the Into the Light for MMH and SUD Act of 2022 This bill reauthorizes through FY2028 a program that addresses maternal depression and, among other changes, expands its scope to include mental health and substance use disorders. It also requires the Department of Health and Human Services to maintain a national hotline to provide mental health and substance use disorder resources to pregnant and postpartum women and their families.
