Train Noise and Vibrations Reduction Act of 2022 This bill directs the Department of Transportation to develop and submit to Congress a report containing recommendations to reduce train noise and vibrations near homes and estimates of the costs and benefits of such recommendations.

Support The Resiliency of Our Nation's Great Veterans Act of 2022 or the STRONG Veterans Act of 2022 This bill addresses mental health care provided by the Department of Veterans Affairs (VA), including by requiring the VA to update training for the VA workforce and Veterans Crisis Line staff, implement pilot programs, expand access to mental health care, conduct studies and research, and provide outreach to veterans regarding mental health resources. Among other requirements, the VA must ensure its medical centers have at least one full-time minority veteran coordinator and that such coordinators receive training on culturally appropriate mental health and suicide prevention services for American Indian and Alaska Native veterans; increase the number of full-time equivalent employees at Vet Centers and paid mental health trainees in the VA's workforce; expand specified scholarships and loan repayment programs for mental health providers and students; review and update the training for Veterans Crisis Line responders and social service assistants; designate a Buddy Check Week to organize outreach events and educate veterans on conducting peer wellness checks; update the Veterans Justice Outreach Program, including by conducting program outreach to justice-involved veterans; make permanent and expand the Peer Specialist Support program; expand eligibility for Vet Center services; offer mental health consultations to certain veterans; improve the assessment and treatment of veterans with sleep disorders; and perform various studies and research related to mental health issues and care. Additionally, the bill permanently authorizes and expands the Solid Start program.
Enhancing Mental Health and Suicide Prevention Through Campus Planning Act This bill requires the Department of Education to encourage institutions of higher education to develop and implement evidence-based comprehensive campus mental health and suicide prevention plans.
This resolution expresses support for the designation of Journeyman Lineworkers Recognition Day. (A journeyman lineworker is a person who builds and maintains electrical power systems.)
Modernizing America with Rebuilding to Kickstart the Economy of the Twenty-first Century with a Historic Infrastructure-Centered Expansion Act or the MARKET CHOICE Act This bill imposes a tax on the greenhouse gas emissions of fossil fuels, certain industrial processes, and certain product uses. The bill transfers tax revenue to a Rebuilding Infrastructure and Solutions for the Environment Trust Fund (RISE Trust Fund) established by this bill. Specified amounts in the trust fund shall be available for the federal Highway Trust Fund, grants to low-income households, and other specified energy, environmental, infrastructure, and research and development priorities. The bill also eliminates the federal motor vehicle and aviation fuel taxes, modifies the tax credit for carbon capture and storage and the qualifying advanced coal project tax credit, imposes a moratorium on finalizing and enforcing certain Clean Air Act regulations on greenhouse gas emissions, and establishes a National Climate Commission to review policies to reduce greenhouse gas emissions. The moratorium on regulations for limiting greenhouse gas emissions expires in 2035 if specified emission targets are not reached.
Promoting Agriculture Safeguards and Security Act of 2022 or the PASS Act of 2022 This bill places the Secretary of Agriculture on the Committee on Foreign Investment in the United States (CFIUS). Further, the bill requires CFIUS to review certain agriculture-related transactions, including those related to biotechnology. The bill also prohibits persons who are acting on behalf of a prohibited country (i.e., China, Russia, Iran, or North Korea) from carrying out any merger, acquisition, or takeover that could result in foreign control of a U.S. agricultural company.
Small Business Payment for Performance Act of 20 22 This bill allows a small business that is awarded a construction contract by a federal agency to request an equitable adjustment if the agency's contracting officer directs a change in the contract's performance without the agreement of the small business. The agency must provide the small business with an interim partial payment to cover additional costs resulting from such a change, and the small business must pay a first tier subcontractor or supplier the portion of the partial payment that is attributable to additional costs incurred due to the change.
Healthy Drinking Water Affordability Act or the Healthy H2O Act This bill directs the Department of Agriculture to establish a clean drinking water program to provide grants for water quality testing and for the purchase, installation, and maintenance of point-of use and point-of-entry water filtration systems that remove or significantly reduce contaminants in drinking water. Grants may be given to rural end users (such as homeowners), nonprofit organizations, and government entities.
This resolution condemns Russia for committing acts of genocide against the Ukrainian people. It also calls on the United States, in cooperation with North Atlantic Treaty Organization and European Union allies, to undertake measures to support the Ukrainian government to prevent further acts of Russian genocide against the Ukrainian people.
This resolution calls on the Russian government to immediately release Brittney Griner. The resolution urges the United States, in all interactions with the Russian government, to raise the case of Brittney Griner and to press for her release. The resolution further urges the Russian government to provide consular access to Brittney Griner while she remains in detention and to respect her human rights. Finally, the resolution expresses support to the family of Brittney Griner and a commitment to bringing her home.
