Oligarch Assets for Ukrainian Victory Act of 2022 This bill authorizes the Department of Justice to transfer to the Department of State the proceeds of property that was seized pursuant to sanctions imposed on individuals and entities involved with certain Russian government activities (e.g., malicious cyber activities and interference in U.S. elections), to be used to provide assistance to Ukraine to remediate harms caused by Russian aggression towards Ukraine.
Sanctioning Supporters of Slave Labor Act This bill expands existing sanctions on foreign individuals and entities responsible for human rights abuses (e.g., such as torture or forced labor) against members of Muslim minority groups or other persons in the Xinjiang Uyghur Autonomous Region in China. Specifically, this bill requires sanctions on foreign individuals and entities that knowingly (1) provide material support to the parties subject to the existing sanctions for human rights abuses in Xinjiang, or (2) engage in a significant transaction relating to such human rights abuses.
Safety From Violence for Healthcare Employees Act or the SAVE Act This bill establishes a new criminal offense for knowingly assaulting or intimidating hospital personnel during the performance of their official duties in a manner that interferes with their performance of the duties or limits their ability to perform the duties. School Watch and Tactics Act of 2022 This bill directs the Department of Justice to develop, disseminate, and publish best practices for occupation-specific education for school resource officers.
Voting Rights Amendment Act of 2022 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 5 or more voting rights violations occurred in the state during the previous 15 years, at least 1 of which was committed by the state itself. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if, in the previous 15 years (1) 3 or more voting rights violations occurred there, or (2) 1 or more voting rights violations occurred there and the subdivision had minority voter turnout below certain thresholds. A state or political subdivision that obtains a declaratory judgment that it has not used a voting practice to deny or abridge the right to vote shall be exempt from preclearance. The bill expands the circumstances under which (1) a court may retain the authority to preclear voting changes made by a state or political subdivision, or (2) DOJ may assign election observers. States and political subdivisions must notify the public of changes to voting practices. The bill revises the circumstances under which a court must grant preliminary injunctive relief in a challenge to voting practices.
Pathways to Policing Act This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to award grants to states, local governments, and law enforcement agencies to support recruitment of law enforcement officers. In particular, these grants may be used for (1) marketing and recruitment campaigns to encourage candidates to seek careers in law enforcement; and (2) developing, operating, or expanding Pathways to Policing programs (e.g., programs that facilitate entry into full-time law enforcement positions for certain candidates).
Honor Our Commitment Act of 2022 This bill limits the detention or removal of qualified Vietnamese nationals from the United States and contains other related provisions. A national of Vietnam may not be detained or removed if that individual (1) is subject to a final order of removal, and (2) has continuously resided in the United States since July 12, 1995, or an earlier date. An otherwise qualifying alien may not receive such protections if (1) the Department of Homeland Security (DHS) determines that the alien is directly responsible for harming U.S. national security, or (2) the alien is subject to extradition. A qualified Vietnamese national shall receive authorization to work in the United States. DHS must notify each qualified Vietnamese national about the provisions of this bill.
