Improving Seniors' Timely Access to Care Act of 2022 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Peace and Tolerance in Palestinian Education Act This bill requires the Department of State to report on the curriculum used in schools in areas controlled by the Palestinian Authority or located in Gaza and controlled by any other entity. Among other topics, the report must address (1) whether the materials used encourage violence or intolerance toward other nations or ethnic groups, (2) the steps the Palestinian Authority is taking to reform such materials, and (3) whether U.S. foreign assistance is used to fund the dissemination of the offending materials. The State Department must make such reports publicly available.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Rail Employee Training Modernization Act This bill directs the Department of Transportation to issue regulations to define the term classroom with respect to qualification and certification of railroad conductors and locomotive engineers to mean a physical or virtual space where training is provided by a qualified instructor.

Port Automation Improvement Act of 2022 This bill eliminates a specific limitation on funding with respect to expenses necessary for the Maritime Administration to implement the Port and Intermodal Improvement Program.

Preserving Access to Home Health Act of 2022 This bill restricts the Centers for Medicare & Medicaid Services (CMS) from decreasing payments for Medicare home health services based on certain adjustments until 2026. Current law requires the CMS to make certain permanent and temporary payment adjustments under the Medicare prospective payment system for home health services based on behavioral assumptions for 2020 through 2026. The bill restricts the CMS from making adjustments that decrease payments until 2026; the CMS must also ensure that any such necessary decreases are made before 2032.

Public Service Reform Act This bill establishes all employees of the executive branch as at-will employees who may be subject to any adverse personnel action with or without cause and without the right to appeal such actions. The bill also establishes specialized removal procedures for career employees (i.e., nonpolitical employees), abolishes the Merit Systems Protection Board, and provides certain allowances for whistleblowers and appeals to the Equal Employment Opportunity Commission.

This resolution expresses support for U.S. Border Patrol agents, denounces the politicization and falsification of claims against agents in Del Rio, Texas, and calls on the Biden administration to support front line agents.

Brycen Gray and Ben Price COVID-19 Cognitive Research Act This bill directs the National Science Foundation (NSF) to award competitive, merit-reviewed grants to eligible entities, including through the RAPID funding mechanism, to support interdisciplinary research on the disruption of regular cognitive processes associated with both short-term and long-term COVID-19 infections, including with respect to children and adolescents. No later than 45 days after the enactment of this bill, the NSF shall enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study and produce a report on the disruption of cognitive processes associated with COVID-19 infection.

Scope 3 Act This bill prohibits any requirement that an issuer of securities must disclose the greenhouse gas emissions of its value chain (i.e., scope 3 emissions).
