Reopening to address Every COmplete Record request for Devoted Servicemembers Act of 2021 or the RECORDS Act of 2021 This bill directs the Office of the Archivist of the United States to take specified steps to address record request backlogs. Specifically, the office must take actions to ensure that (1) the number of individuals employed by the National Personnel Records Center is equal to or exceeds the number of such individuals employed on March 2, 2020, and (2) the percentage of such individuals regularly reporting to work in person is equal to or exceeds the percentage of such individuals regularly reporting to work in person on that date. The office shall submit to specified congressional committees a report that provides a comprehensive plan to address the record request backlog of the National Personnel Records Center and improve the efficiency and responsiveness of operations at the center, identifies measurable goals with respect to the comprehensive plan and metrics for tracking progress toward such goals, and describes strategies to prevent future record request backlogs.

Ending Critical Race Theory in D.C. Public Schools Act This bill prohibits any employee of the District of Columbia Public Schools or the District of Columbia Public Charter Schools from compelling a teacher or student to adopt, affirm, adhere to, or profess ideas that promote race or sex stereotyping or scapegoating.
This resolution condemns Representative Alexandria Ocasio-Cortez of New York, Representative Rashida Tlaib of Michigan, Representative Ilhan Omar of Minnesota, and Representative Ayanna Pressley of Massachusetts for certain comments regarding Israel. Trade Related Intellectual Property Protection Act or the TRIPP Act This bill requires the President to oppose any waiver of obligations under the TRIPS Agreement (i.e., the Agreement on Trade-Related Aspects of Intellectual Property Rights) held by members of the World Trade Organization unless there is an express, statutory authorization for such a waiver.
This joint resolution recognizes and affirms the sovereign and unilateral authority of states to defend themselves against invasion.
Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021 This bill reduces the fee certain coal mining operations must pay to the Abandoned Mine Reclamation Fund, reauthorizes such fee through FY2028, and otherwise revises provisions regarding the fund and mine reclamation. Under the existing Abandoned Mine Land Reclamation Program, the Office of Surface Mining, Reclamation and Enforcement (OSMRE) collects a fee from coal mining companies for each ton of coal produced. The fees are deposited into the fund, which may be used to address hazards to public health, safety, and the environment from coal mining sites that were abandoned or unreclaimed as of August 3, 1977. For example, the fund may be used to provide grants to states and Indian tribes to reclaim and clean up land and water affected by such sites. OSMRE's authority to collect the fee expires on September 30, 2021. This bill extends the authority to collect the fee for seven years and reduces the fee for all categories of coal. It also provides additional grants for certain priority sites and revises requirements governing the distribution of grants to states and Indian tribes from the program. In addition, the bill allows states to (1) enter into a memorandum of understanding with relevant states or federal agencies to clean up lands and waters affected by such sites, and (2) partner with a community reclaimer who volunteers to carry out a reclamation project approved by the Department of the Interior.
Better Way for Providers To Repay Act of 2021 This bill modifies recoupment provisions under the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19. The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill provides for an additional one year before recoupment of advance payments (through claims offsets) begins, so that recoupment begins two years (rather than one year) after payments are made. The bill also applies repayments that providers have already made toward the collection of offsets for a corresponding amount of time.
