Fallen Heroes Flag Reauthorization Act of 2022 This bill reauthorizes through FY2027 a program through which a Member of Congress may provide, at no cost, a Capitol-flown flag to commemorate a firefighter, law enforcement officer, or other public safety officer who died in the line of duty if an immediate family member of the deceased requests such a flag.

Chase COVID Unemployment Fraud Act of 2022 This bill addresses fraud and overpayments of pandemic unemployment assistance, including by allowing states to retain a specified percentage of recovered funds and prohibiting the Department of Labor from allowing blanket waivers of overpayments.
Student Loan Accountability Act This bill generally prohibits the Departments of Education, Justice, or the Treasury from taking any action to cancel or forgive the outstanding balances, or portion of balances, of covered loans. Covered loans refer to Federal Family Education Loans, Federal Direct Loans, Federal Perkins Loans, and loans under the Health Education Assistance Loan Program. The prohibition does not apply to targeted federal student loan forgiveness, cancellation, or repayment programs carried out under the Higher Education Act of 1965. Additionally, the bill repeals the temporary tax-free treatment of discharged student loan debt. It also prohibits tax return information from being shared for the purpose of administering a student loan cancellation plan.
Healthy Homes Act This bill expands the low-income housing tax credit to include an additional credit amount for healthcare-oriented housing (e.g., low-income buildings that meet certain requirements, e.g., healthcare screening available on building premises, adequate space for physicians to conduct screenings, and telehealth capacity). The bill directs the Governmental Accountability Office to study the utilization of the low-income housing tax credit with respect to healthcare-oriented housing.

Paycheck Protection Program Fairness for Engineering Services Act This bill exempts until June 30, 2025, certain contractors that receive federal highway or public transportation funding from having to adjust costs associated with their contracts to account for loan forgiveness through the Paycheck Protection Program (PPP). (The PPP provided small businesses with loans for payroll and other costs to respond to the COVID-19 emergency with loan forgiveness under certain conditions.) Under current law, a contractor with a cost-reimbursable contract must reduce costs or provide cash refunds to the Department of Transportation (or a state department of transportation) if the contractor receives or accrues any income, rebate, allowance, or other credit relating to an allowable contract cost, which includes PPP loan forgiveness.
Prevent Blood Loss with Emergency Equipment Devices Act of 2022 or the Prevent BLEEDing Act of 2022 This bill establishes grants to make available anti-blood loss supplies (e.g., tourniquets, wound-packing materials, and gloves) in high-traffic and other specified areas for use in medical emergencies. The Office of the Assistant Secretary for Preparedness and Response within the Department of Health and Human Services must award the grants to state, tribal, and local governments. Additionally, the Government Accountability Office must study trends in accessing bleeding control kits and training in their use.
Prohibiting Abortion Industry's Lucrative Loopholes Act This bill expands the prohibition on the sale or purchase of human fetal tissue in interstate commerce to include any payments associated with the transportation, implantation, processing, preservation, quality control, or storage of such tissue.
This resolution supports the designation of the Year of the Parents. The resolution also expresses the sense of the House of Representatives that (1) students, parents, local school boards, states, and the federal government should work together to ensure children receive the best education possible; (2) governing authorities should take into consideration students' emotional, mental, and physical health when developing school health policy guidelines; (3) teachers' unions should not direct health policies for schools; (4) individuals who want to may continue to wear a mask or take other precautions; and (5) no federal funds should be dispersed to any public or private school that promotes critical race theory.
