Removing Emissions to Mend Our Vulnerable Earth Act of 2022 or the REMOVE Act of 2022 This bill establishes the Committee on Large-Scale Carbon Management within the Department of Energy to plan and oversee efforts to (1) remove carbon dioxide from the air or ocean, and (2) store such carbon.

American Food Supply Chain Resiliency Act of 2022 This bill directs the Agricultural Marketing Service to enter into cooperative agreements with entities (such as states, colleges, and nonprofit organizations) to establish at least six Supply Chain Regional Resource Centers to support small-sized and medium-sized agricultural businesses and producers of agricultural products.

Relief for Restaurants and other Hard Hit Small Businesses Act of 2022 This bill addresses support for restaurants, arts and entertainment venues, and small businesses impacted by the COVID-19 pandemic. The bill provides an additional $42 billion in FY2021 for the Restaurant Revitalization Fund and gives priority to previous applicants who have not received a grant. The Small Business Administration (SBA) must provide to applicants an explanation for denied applications, establish a reconsideration process for denied applications, and institute an audit and oversight plan with respect to grant recipients. Additionally, the bill establishes the Hard Hit Industries Award Program for small businesses that suffered a pandemic-related revenue loss of 40% or more. Aggregate grant amounts are capped at $1 million. Funds may be used for expenses including mortgage, rent, and utility payments and payroll. SBA must prioritize entities that have experienced significant pandemic-related revenue loss, with first priority going to those that experienced a loss of at least 80%, and second priority going to those that experienced a loss of at least 60%. Finally, the bill extends to March 11, 2023 (or a later date as determined by the SBA), the time frame during which Shuttered Venue Operators Grant recipients may use grant funds to cover their expenses.

Promoting Digital Privacy Technologies Act This bill directs the National Science Foundation to support merit-reviewed and competitively awarded research on privacy enhancing technologies. The Networking and Information Technology Research and Development Program (NITRD) must coordinate with appropriate agencies to accelerate the development, deployment, and adoption of privacy enhancing technologies. The bill also requires NITRD to submit to Congress a report on the progress of research on privacy enhancing technologies and the development of specified voluntary resources.

Benjamin Berell Ferencz Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Benjamin Berell Ferencz in recognition of his service to the United States and the international community during the post-World War II Nuremberg trials and his lifelong advocacy for international criminal justice and the rule of law.

Emergency Rental Assistance Accountability and Transparency Act of 2022 This bill requires the Office of Inspector General of the Department of the Treasury to conduct monitoring and oversight of the receipt, disbursement, and use of funds made available under the emergency rental assistance program pursuant to the American Rescue Plan Act of 2021 and recoup misused funds. The bill provides funding for these activities.

Postal Service Reform Act of 202 2 This bill addresses the finances and operations of the U.S. Postal Service (USPS). The bill requires the Office of Personnel Management (OPM) to establish the Postal Service Health Benefits Program within the Federal Employees Health Benefits Program under which OPM may contract with carriers to offer health benefits plans for USPS employees and retirees. The bill provides for coordinated enrollment of retirees under this program and Medicare. The bill repeals the requirement that the USPS annually prepay future retirement health benefits. Additionally, the USPS may establish a program to enter into agreements with an agency of any state government, local government, or tribal government, and with other government agencies, to provide certain nonpostal products and services that reasonably contribute to the costs of the USPS and meet other specified criteria. The USPS must develop and maintain a publicly available dashboard to track service performance and must report regularly on its operations and financial condition. The Postal Regulatory Commission must annually submit to the USPS a budget of its expenses. It must also conduct a study to identify the causes and effects of postal inefficiencies relating to flats (e.g., large envelopes). The USPS Office of Inspector General shall perform oversight of the Postal Regulatory Commission.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.

Fission for the Future Act of 2022 This bill supports the commercial deployment of advanced nuclear reactors. Specifically, the Department of Energy (DOE) must establish a program that provides financial assistance for the commercial planning, licensing, development, and construction of (1) advanced nuclear reactors, or (2) supply chain infrastructure associated with such reactors or related technologies. In addition, the bill reauthorizes through FY2027 and revises a DOE program designed to strengthen university research and training in nuclear science and engineering.

Government Ownership and Oversight of Data in Artificial Intelligence Act of 2022 or the GOOD AI Act of 2022 This bill directs the Office of Management and Budget to (1) incorporate specified considerations and principles, and the input of specified individuals and entities, in developing an update of guidance for federal agency use of artificial intelligence; and (2) establish an Artificial Intelligence Hygiene Working Group.
